- A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for the construction of the Markland Locks and Dam Highway Bridge, a 28 span steel and concrete multi-beam bridge that bears on the Markland Dam piers and spans the Ohio River. This project is broken down into base bids and bid options. The base bids are considered highly specialized work and therefore require a high level of technical experience. BASE BID Replace Teflon Bearing pads Repair Concrete Beam Mid-Span spalls with Carbon Fiber Reinforced Polymers (CFRP) product. Repair Concrete Multi-Beams - Beam Ends (20 locations total) The following Bid Options require contractors experienced in bridge rehabilitation type of work. Funding for these items have not been procured as of to date. BID OPTIONS Replace existing drainage system. Repaint all steel elements within 10' of expansion joints. Repair concrete spalls on parapet sections of bridge railing from vehicle impact damage. ( 200 LF) Re-Attach Guard Screens Spot Paint Other Steel Elements Contract duration is estimated at 180 days. The estimated cost range is between $1,000,000 and $5,000,000. NAICS code is 237310. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email 04 May 2015 by 1:00 PM Eastern Standard Time. Responses should include: 1. Identification and verification of the company's small business status. 2. Contractor's DUNs Number(s) and CAGE Code(s). 3. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits. 4. Descriptions of Experience - Interested construction firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the prime contractor. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope. a. Projects similar in scope to this project include: Bridge Bearing Pads: 100% of this work shall be performed by the prime contractor. The contractor shall have 5 years experience in replacing bridge bearing pads (mechanical and elastomeric bearing pad types) with a minimum of 10 bridge bearing replacement projects successfully completed during this time frame. CFRP Repair to Concrete Beams - Mid-Span: This work may be performed by the contractor or an application subcontractor. However, the application contractor shall have direct experience applying the approved CFRP system for a minimum of 10 projects in the past two years with over 100 elements strengthened. The applicator shall supply the names of at least three individuals who have been certified and trained by the CFRP system manufacturer and who will be on site during all phases of the work. b. Projects similar in size to this project include: This work involves rehabilitation to a multiple span bridge. The prime contractor shall have experience working on bridges of at least four spans in length and involve at least 5 bearing pads replaced. The CFRP work involves dangerous work at height, 100+ feet over flowing water over a dam. The contractor must have experience working off of approved false-work, snooper trucks, rolling scaffolding etc. The minimum length of beams repaired and strengthened by CFRP techniques shall be at least 50 lineal feet. The contractor must prove experience with these lengths and access techniques, per the minimum time experience listed in quote mark a quote mark above. c. Based on the information above, for each project submitted, include: 1.Current percentage of construction complete and the date when it was or will be completed. 2.Scope of the project. 3.Size of the project. 4.The dollar value of the construction contract and whether it was design-bid build or design-build. 5.The percentage of work that was self-performed as project and/or construction management services or physical construction type work. 6.Identify the number of subcontractors by construction trade utilized for each project. 5. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.
