- STARTER,MOTOR WARD LEONARD ELECTRIC COMPANY INC. 63743 P/N 24606 Quantity: 5 each with various quantities to be solicited from 2 each through 9 each. Delivery: 170 days after the date of the contract with any remainder to be delivered at the rate fo 2 each every 30 days thereafter. Destination: W25G1U (DDSP, New Cumberland, PA) The response date listed above is an estimate. The solicitation will be available approximately 15 days after this notice is posted on this website and in The Commerce Business Daily on or about May 1, 2015. The solicitation will not be available until the solicitation issue date. Based on market research the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies and services. However, interested parties may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This acquisition may be subject to the Agreement on Government Procurement approved and implemented in the Unites States by the Trade Agreement Act of 1979. All offers shall be submitted in the English language and in U. S. dollars. All interested parties may submit an offer. While price may be a significant factor in the award decision the final award decision will be based on a combination of price, delivery, past performance and other factors described in the solicitation. Written offers are required and are to be submitted to the Bid Room, Defense Supply Center Columbus, P. O. Box 3990, Columbus, OH 43218-3990 or emailed to Contractor.Proposal.DLA.Land.and.Maritime@dla.mil or faxed to (614) 692-4275. Emailed proposals cannot exceed 15mb. PLEASE DO NOT SUBMIT YOUR OFFER DIRECTLY TO THE BUYER. The solicitation package is available for download on the DSCC DIBBS website at https://www.dibbs.bsm.dla.mil. The completed bid package including the attachment sections L & M, if applicable, must be submitted as instructed in the above paragraph in order for the offer to be considered responsive. Offerors are encouraged to submit price break information with their quotes. Solicitations that are manually evaluated and awarded at increased quantities may be awarded based on the price information submitted with the offeror's original quotation. DLAD 52.213-9000 NOTICE: The Contracting Officer (KO) may utilize Reverse Auctioning (RA) as a means for discussions under DLAD 52.215-9023 Reverse Auctions (Nov. 2012) in section L of the solicitation. During the online auction offerors proposed prices will be exposed to other offerors and others having access to the online auction. These discussions remain anonymous in that each offerors identity will be concealed from the other offerors, but will be known to the government. Only generic identifiers will be used publicly for each offeror's proposed pricing, i.e. "Offeror A." By submitting a proposal in response to the solicitation offerors agree to RA and that their prices may be publicly disclosed, including to other offerors, during the RA. An offeror's final auction price will be considered the offerors final proposal revision. No price revisions will be accepted after the close of the RA unless the KO decides that further discussions are necessary and final proposal revisions are again requested in accordance with FAR 15.307. This solicitation contains DLAD provision 52.215-9023 Reverse Auction (RA). The government reserves the right to activate RA after timely offers have been received.
