- The U.S. Army Dugway Proving Ground Mission Installation Contracting Command is seeking sources to provide a contract for the relocation effort for approximately 30 residents (military and civilian living in government housing. A renovation is underway of Mountain View unites to replace all floors and cabinets. The units require to be vacated while the work is completed. Approximately 12 residents would like to return to their existing Government housing after the renovation. The other eighteen will be relocated in different unites upon the completion of the renovation. Presurvey, packing, moving, and storage off base or on shall be provide by the contractor. The intent is to have a 24 month approximate period for this contract and firm-fixed price. The moving dates for each resident will vary. Dugway Proving Ground is approximately 120 miles round trip from airports. Keep this in mind in your sources sought response and logistics for this move. The customer is located at Dugway Public Works, Dugway Proving Ground (DPG), UT 84022. The location is a remote site located on Dugway Proving Ground and 3 miles from the main gate. Contractor must adhere to Army Regulations; AR 525-13, Antiterrorism and AR 530-1, Operations Security as described in section 8. Please provide a capabilities statement along with the input for the Sources Sought. Mission: The contractor is expected to presurvey, pack, move, and provide storage on base or off for personal household good while construction of their units are being completed. Background: Ongoing construction requires moving of approximately thirty resident in government housing to other units on base. Currently, a renovation is underway of all Mountain View Housing Units to replace all floors and cabinets. Residents of these occupied houses will be required to move to a newly renovated house, or, if they have already elected, to return back to their original house after renovation. Scope: The Contractor shall move all household goods to permanent locations, temporary locations, storage of household goods and move household goods back to selected housing units for Military Service Members and Government employees. Military Service Members and Government employees are authorized reimbursement of the associated cost of relocating to another housing unit. The total estimated number of Government expense moves is approximately 30. Twelve of the occupants have already expressed a desire to return to the same housing unit upon completion of the work. The other eighteen shall be relocated to a different housing unit upon completion of the renovation work. In the case of a door to door move the delivery date shall be established as 14 calendar days from award. In the case of a move requiring temporary storage the delivery date shall be established as 60 calendar days from award. a. Coordination of Move: Upon notification by the COR, the Contractor shall contact the individual housing unit occupant within 5 working days to conduct a joint inventory to determine the estimated weight of the household goods and the specific requirement for transportation. The Contractor shall submit an estimate within two (2) days after the initial coordination with the resident was completed. b. Packing of Small Items: Upon completion of the joint inventory, the Contractor shall establish an appointment with the individual occupant for small item packing services required to support the movement without damage. The Contractor shall provide all boxes, tape and packing paper, and padding blankets required to accomplish this task. The Contractor shall notify the COR of the date established for the packing effort. c. Loading of Household Goods: Upon completion of packing of small items, the Contractor shall immediately load the entire Household goods onto a suitable vehicle for transport. Large items shall be protected with padding to prevent damage. d. Delivery of Goods to New Unit: The Contractor shall deliver the household goods to the housing unit designated by the COR. The Contractor shall coordinate with the occupant to establish the date of delivery. The Contractor shall notify the COR of the agreed upon date of delivery. Large items shall be placed as directed by the occupant. Small items shall be unpacked and all packing material removed and disposed of at the Installation Landfill Recycling Collection Point. Unpacking may be waived by the occupant with notification provided to the COR. e. : Prohibited Items: The Contractor shall not be required to pack or move any items containing liquids or hazardous materials. The Contractor shall not be required to pack or move fresh foods subject to spoiling. f. Damage Claims: The Contractor shall be liable for any damage to personal property determined to be due to negligence during packing, moving, storage or handling. g. Temporary Storage: The Contractor shall provide storage for the household goods for an estimated period of 30 days while the renovation work is accomplished. Storage may be off site or on site through a secured container at the Contractors choosing. On site storage provisions and location of containers shall be approved by the COR. The Contractor shall have the COR inspect all secured containers to ensure that they are weather proof. h. : Coordination for Delivery: The COR shall notify the Contractor when the housing unit is scheduled to be returned to the occupant. The Contractor shall coordinate with the occupant for a delivery date of the household goods. The Contractor shall notify the COR of the agreed upon delivery date. i. Access to DPG requires that Contractor employees voluntarily submit personal data (e.g. name, social security number) when applying for a DPG Identification Card or Temporary Access Pass. This information is routinely used by DPG Law Enforcement and Security personnel to conduct driver's license and criminal history/background checks. Adverse information revealed by such checks (e.g. outstanding criminal warrants, criminal history indicating a potential risk to DPG Installation security, or similar negative information indicating a potential security and/or law enforcement risk to DPG) may result in denial of access and/or re-entry to DPG. Delays caused by any adverse employee information do not constitute a basis for claim by the Contractor. It is the Contractor's responsibility to assure all personnel scheduled to work on the installation have acceptable backgrounds. j. Drivers must be appropriately licensed by the State of Utah or other appropriate jurisdiction to operate vehicles used in the performance of this contract on Federal, State of Utah, and local highway systems. Violations of law off post may result in the employee being barred from driving on the Installation or barred from the Installation. These incidents shall not relieve the Contractor from performing the functions in this contract. k. eCMRA reporting: annual requirement. Other pertinent information please read: A determination on the contract type, mechanism for procurement, and possible set-aside will not be made by the Government until after the market research has been completed. No proposals or quotes are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for this requirement is 484210 and PSC of V310. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: (1) business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Governments chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request for Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this Request for Information (RFI). Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposal. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CH-DP (Patricia Natividad, Contract Specialist), Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate proposals or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for proposals nor should it be construed as a commitment by the Government.
