- THIS IS A NOTICE OF INTENT TO AWARD AS A SOLE SOURCE, NOT A REQUEST FOR PROPOSAL. PROPOSALS WILL NOT BE REQUESTED. The Government intends to enter into a sole-source contract with Social & Scientific Systems, Inc. to continue the services offered under the current contract, N01ES-55546 for a period not to exceed twelve months, from June 29, 2015 through June 28, 2016. The new competitive contract is anticipated to be awarded in Fiscal Year 2016. Contract N01-ES-55546, "Support Services for Epidemiology", was awarded as a small business set-aside on June 30, 2005. The purpose of the contract is to provide technical, managerial, and clerical support for studies directed by the Epidemiology Branch of the NIH/National Institute of Environmental Health Sciences (NIEHS). The contractor is assisting with (1) study initiation and liaison; (2)development of study materials and procedures; (3) subject identification, selection, tracing, recruitment, community relations; (4)data collection; (5) specimen collection, processing and shipment; (6) data preparation and processing; (7) computer programming; and study monitoring, quality assurance/quality control and reporting. The NIEHS has a need for continued services but because of unforeseen delays the new contract will not be awarded before the current contract expiration date. This notice is being published by NIH/NIEHS in accordance with Federal Acquisition Regulation (FAR) Part 5.201. The statutory authority for this sole source action is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within fifteen days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice.
