- Worldwide Protective Services 2 SYNOPSIS The U.S. Department of State (DOS) contemplates award of multiple indefinite delivery, indefinite quantity type contracts (IDIQ) to multiple qualified U.S. firms. Contract types for individual task orders will vary and selected in accordance with FAR 16.104. This IDIQ will satisfy anticipated and unanticipated armed personal protective, static guard and team based emergency response security services requirements worldwide. The IDIQ focuses primarily on DOS requirements in high threat areas. The anticipated period of performance is one year with four one-year option periods (to be exercised at the sole discretion of the Government) and the maximum ceiling amount on this IDIQ contract is expected to be $10.2 billion dollars. The NAICS code for these services is 561612. I. Offeror Minimum Mandatory Requirements A. Offeror shall demonstrate it is a U.S. based, owned and controlled company without any unmitigated foreign ownership, control or influence (FOCI), such mitigation must have been approved by the Defense Security Service. If the Offeror is a joint venture (see FAR 9.601), then it must demonstrate that its participants making up the contractor joint venture are all U.S. based, owned and controlled companies without any unmitigated FOCI, as stated above. B. Offeror shall demonstrate that it is a member in good standing with the International Code of Conduct for Private Security Service Providers' Association (ICoCA) and confirm compliance with the requirements set forth in the American National Standards Institute (ANSI) standard entitled PSC-1-2012. If the Offeror is a Contractor joint venture formed to act as the prime contractor (see FAR 9.601), the team members must also be members of the International Code of Conduct for Private Security Service Providers' Association in good standing. If the Offeror uses subcontractors to provide any security services, they too must be members of the International Code of Conduct for Private Security Service Providers' Association in good standing. C. Within the last five (5) years (as of the release date of the solicitation), (and for the minimum duration of at least two (2) years combined within those five (5) years), offeror shall have performed contract(s) (Federal, State or Private Sector) as a contractor (prime or sub) providing: (a) armed personal protective and (b) armed guard and (c) team-based emergency response security services in a "high risk, high threat environment". In this regard, the offeror shall demonstrate that: 1. It performed at least one (1) security service contract valued for at least $10 million annually; and 2. It performed at least one (1) security service contract where its services were rendered in multiple locations; and 3. It performed at least one (1) security contract where it employed at least 75 personnel providing direct services under the contract. II. TOP SECRET FACILITY CLEARANCE Firm(s) selected for award, to include Joint Ventures, shall already possess or be able to obtain and maintain a Top Secret Facility clearance after contract award and before any performance on a task order issued under the IDIQ contract. Any firms selected for award who do not have the required TS facility clearance will be sponsored for such by the Department of State. III. Anticipated Acquisition Schedule DOS plans to post the complete Request for Proposal to www.fbo.gov no sooner than fifteen (15) days of this notice; no paper copies will be mailed. Once the solicitation is posted, offerors will have approximately sixty (60) days to submit a proposal for the IDIQ contract award. Offerors shall certify that their proposals remain valid for a minimum of one hundred twenty (120) days after submission. A Question and Answer (Q &A) period will start on the day the RFP is posted to www.fbo.gov. Thereafter, interested parties may submit questions via email to mcgheekt@state.gov. Interested parties will be allowed to submit additional questions (in writing) at the end of the pre-proposal conference. The government will post answers to questions received via www.fbo.gov. The date and time of the pre-proposal conference will be announced via www.fbo.gov. Attendance at the pre-proposal conference is MANDATORY. DOS will reject proposals received from Offerors who failed to attend the pre-proposal conference. Offerors interested in attending the pre-proposal conference must pre-register by contacting Kevin T. McGhee by e-mail, mcgheekt@state.gov AFTER THE SOLICITATION IS POSTED. All interested parties shall follow-up their e-mail to Mr. McGhee with a phone call at (571) 345-2384 to confirm receipt of the e-mail and to receive additional details and instructions concerning the pre-proposal conference. No more than three (3) representatives from each firm (to include potential subcontractors) may attend the pre-proposal conference. Interested parties shall be prepared to give Kevin T. McGhee notice of their interest by providing the name of the representative (s) who will attend the conference, name of the representing firm, address of the firm, telephone number of each person attending and Cage Code of the firm that will be the primary contractor. Each attendee of the conference shall present TWO FORMS OF PICTURE IDENTIFICATION confirming identity. Those representatives unable to present two forms of identification SHALL BE TURNED AWAY at the door. Preregistration is MANDATORY. Interested parties who do not pre-register will not be permitted to attend the pre-proposal conference. Offerors are solely responsible for any and all expenses resulting from this announcement (i.e. travel, lodging, per diem, proposal costs and other miscellaneous expenses, etc.) and are responsible for confirming all dates specified in this synopsis by immediately checking the solicitation when posted on www.fbo.gov to see if there are any changes.
