Description
THIS IS A NOTICE OF INTENT TO AWARD AS A SOLE SOURCE, NOT A REQUEST FOR PROPOSAL. PROPOSALS WILL NOT BE REQUESTED. The Government intends to enter into a sole-source contract with Battelle Memorial Institute to continue the services offered under the current contract, N01-ES-55536, for a period not to exceed fifteen months, from August 3, 2015 through November 2, 2016. The new competitive contract is anticipated to be awarded in Fiscal Year 2016. Contract N01-ES-55536, "Studies to Evaluate the Toxicologic Potential of Selected Test Agents for the National Toxicology Program (NTP)", was competitively awarded to Battelle Memorial Institute on February 3, 2005. The purpose of this contract is to conduct laboratory studies for the National Toxicology Program (NTP) in order to characterize adverse effects associated with exposures to a variety of chemicals. The contractor shall continue to provide services for the following: • 14-day repeated dose studies (gavage or dermal), rats and mice, body weights, clinical observations, selected pathology on up to four tissues per dose group. • 14-day dosed feed or water studies, rats and mice, body weights, measurement of food or water consumption (where applicable), clinical observations, selected pathology on up to four tissues per dose group. • 90-day study, (Gavage, Dosed Feed, Dosed Water, and/or Dermal) rats and mice, clinical observations, food and water consumption where applicable, SMVCE, micronuclei in mice, hematology and clinical chemistry in rats at days 4,21,90, hematology in mice at day 90 only, histopathologic evaluation of tissues. • 26-week study (Gavage, Dosed Feed, Dosed Water, parenteral and/or Dermal) in genetically modified mice to include body weights, clinical observations and histopathologic evaluation tissues. • RNA preparation from tissues (liver and kidney or other tissue specified by protocol) for differential gene expression. The NTP has a need for continued services but because of unforeseen delays the new contract will not be awarded before the current contract expiration date. This notice is being published by NIH/NIEHS in accordance with Federal Acquisition Regulation (FAR) Part 5.201. The statutory authority for this sole source action is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within fourteen days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice.
