- **THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR PROPOSALS. (1) This serves as notice of intent, for the Naval Sea Systems Command (NAVSEA), to issue multiple orders over the five year period of performance of Basic Ordering Agreement (BOA) N00024-14-G-6321 with Raytheon Company, Integrated Defense Systems, 1847 W. Main Rd. Portsmouth, RI 02871-1087. Orders will be issued under this BOA for Airborne Mine Neutralization System (AMNS) repairs and design agent engineering services support. The estimated value of orders to be placed under this agreement is $56M. (2) Orders will be issued pursuant to 10 U.S.C. 2304(c)(1); Raytheon Company has been determined to be the only contractor who possesses the unique knowledge and ability to support this effort. No other source has been determined to have the technical qualifications and the necessary resources to perform the work required, nor will any other supplies or services satisfy the Navy's requirements. (3) Orders will be placed for support under the following general functional areas: Depot Support - Provide supplies and services needed to assess units to determine if they require overhaul, repair, or economical replacement. Technical Support - Provide technical services and support that provide analysis and examination of system performance issues, obsolescence and producibilty. Training - Provide hardware and/or software, and documentation required to conduct technical training in a classroom setting led by an instructor. Repair/Refurbishment/Overhaul - Provide the effort and material required to repair, overhaul, modify, refurbish and/or replace system, subsystems, and/or mechanical or electrical firmware and software components and the testing, installation, and checkout thereof. Repair Parts & Support Equipment - Provide Depot and all-level repair parts as well as any support equipment and documentation required to provide Depot and all-level support, including but not limited to, calibration, testing, and installation equipment. Spare Parts - Provide spares, long lead items, and consumables. Engineering Change Kits - Provide supplies associated with the engineering change design, development, proofing, testing, software, and production of engineering change kits. Engineering Change Proposals (ECPs) - Prepare and implement required engineering changes to the Government's baseline performance requirements. Test Support - Provide supplies and services required to support testing of the AMNS systems. (4) Companies interested in subcontracting opportunities should contact Raytheon directly.
