Description
NASA Armstrong Flight Research Center (NASA/AFRC) plans to issue a sole source contract to Honeywell King (Add the companys address) to provide support for the pairwise flight test encounters and the evaluation flights. The contractor shall provide a Traffic alert and Collision Avoidance System (TCAS) II and ADS-B equipped intruder aircraft to support the pairwise flight test encounters and the full mission evaluation flights. Honeywell has the required flight test experience with the types of environments and collision avoidance encounter geometries that are planned for UAS-NAS Flight Test Series 3. The Honeywell King Air served as the primary TCAS II and ADS-B equipped intruder for the Nov/Dec 2014 flight tests. As a result, the majority of the collision avoidance and self separation algorithm performance data was referenced to that aircrafts TCAS II and ADS-B system performance and installed antenna patterns. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/30/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a response which shall be considered by the agency.
