References Provision 4-3 Provision 4-2 Table of Contents Cover Page Clauses - Terms & Conditions Statement of Work Proposal Instructions Forensic Laboratory Services (FLS) provides scientific and technical expertise in support of U.S. Postal Service and the Office of the Inspector General investigations. The objective of FLS is to be responsive to the needs of the user agencies by providing a quality work product in a timely fashion. An increase in the number and size of cases being submitted, and the current backlog of requests in the Fingerprint Unit requires that we seek a service contract from an outside provider that can meet the needs of FLS and our customers. Forensic Laboratory Services is accredited by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) to ISO/IEC 17025: 2005 General Requirements for the Competence of Testing and Calibration Laboratories. To address the current backlog in the Fingerprint Unit, FLS requires temporary contractor assistance with on-site processing of evidence and analysis of latent prints at the USPIS National Forensic Laboratory in Dulles VA. For FLS to maintain laboratory accreditation, contractor and sub-contractors must meet certain requirements and qualifications. There will be a periodic need with reasonable notification for request for services. The qualified entity would provide a team of experienced, certified latent print examiners to assist in reducing a significant backlog of latent print casework. The selected supplier will enter into a contractual relationship with the USPS to provide forensic fingerprint analysis services in accordance with the Terms and Conditions set forth in the awarded contract.
