Description
The Mission and Installation Contracting Command - Fort Gordon and the Army Cyber Center of Excellence are conducting additional market research to identify reasonable alternatives that enhance the overall level of competition, obtain industry feedback associated with a requirement for instruction, training development, distributed learning and facility and equipment maintenance explore prime or subcontracting opportunities for small businesses, and enhance the Army's ability to plan, manage and execute the Warfighter Information Network- Tactical (WIN-T) training support. These services are described in the Draft Performance Work Statement attached to this announcement. Our acquisition strategy is still being developed and will be announced as soon as practical. We will provide a brief program overview. We welcome collaboration with industry to critically review our requirement and discuss mutual issues and concerns relative to our technical requirements. The North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training with a small business size standard of $11.0 million. Under the current WIN-T contract, the contractor selected for this requirement must be capable of performing all major tasks. Please identify any reasonable alternatives to the current approach. Please identify any reasonable alternatives for organizing, competing and administering the follow-on WIN-T contract that would allow more small business contractors to participate in the competition. Please identify any reasonable alternatives for organizing, competing and administering the WIN-T contract that would enable the Army to achieve any of the other objectives identified above or other beneficial objectives. Please review and provide comments/suggestions on the PWS to identify any inconsistencies or areas that need additional information in order to allow maximum participation by industry. The government seeks new and innovative suggestions regarding the approaches to accomplishing the PWS, both in terms of the end results of the services, and in terms of saving money. The Government will be providing a briefing session beginning at 9:00 A.M. on Wednesday April 29, 2015 at Nelson Hall Building 29801. This briefing session will include an overview of the WIN-T Training Support and address general questions submitted by industry. Participation is not mandatory. Interested sources MUST register by contacting Tara McAdoo, Contract Specialist at tara.l.mcadoo.civ@mail.mil. No later than 10:00 AM EST on Friday, April 24, 2015. Number of attendees per company should be limited to a maximum of two (2). Email subject must state the following: quote mark WIN-T Industry Day 2015 quote mark General contractual or PWS questions may be submitted through Friday, April 24, 2015 by 10:00 AM. If possible, we will attempt to answer general questions at the brief. Consideration of all input and questions will be given and incorporated into any resulting solicitation. The government does not intend to provide detailed responses to PWS questions until after release of any resulting solicitation. THE DRAFT PWS is attached. MICC-Fort Fort Gordon anticipates issuing the solicitation on or about the third quarter FY15. The date of contract award will be on or about the first quarter FY16. **Directions to Nelson Hall Building ** [Go to the visitor center to get a pass to access Fort Gordon. Please allow ample time to acquire pass. You will need a valid driver's license, valid registration and current proof of insurance.] Fort Gordon is best reached via Interstate 20. Take Exit 194 to Belair Road and Dyess Parkway. Follow the Dyess Parkway signs, and also the Fort Gordon signs. Dyess Parkway will bring you directly into the post through McKenna Gate, also known as Gate One. Follow the road, which is Chamberlain Avenue, past the guard house. You will see Darling Hall, a three story brick building with a red roof, on your left. Continue on Chamberlain Avenue towards Signal Towers (tall building on the right with flag pole). Park in the parking lot across the street in front of Signal Towers. Nelson Hall is located to the left of Signal Towers.
