Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-15-R-0179. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238910, Site Preparation Contractors. Small Business size standard is $15.0 million. The contractor shall furnish all labor, tools, materials, equipment, testing, layout, surveying, and supervision to relocate the existing spoils and materials storage area as shown on the drawings and prepare for reuse existing Section 30 as a burial section, as described in the Scope of Work. The contractor shall complete all work within 45 calendar days after issuance of Notice to Proceed. Time stated includes final cleanup of the premises. Cost Range: Between $25,000 and $100,000 Location: Fayetteville National Cemetery 700 Government Avenue Fayetteville, AR 72701 Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. Offers received from concerns that are not Service-disabled Veteran-owned Small Business (SDVOSB) concerns shall not be considered. SDVOSBs must be verified for ownership and control and listed in the Vendor Information Pages at https://www.vip.vetbiz.gov prior to the due date for proposals. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) The following factors, listed in descending order of importance, will be used to evaluate offers: (1) Price, (2) Technical Qualifications; and Past Performance. Electronic solicitations will be available for download from http://www.fbo.gov on or about April 22, 2015. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on May 13, 2015. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered.
