WEBSITE SUPPORTING DOCUMENTS USER GUIDE ACCOUNTING SYSTEM QUESTIONAIRE EA133W-15-RQ-0350 SOLICITATION 660 - METEOROLOGICAL INSTRUMENTS AND APPARATUS NOTICE DATE: 4/17/2014 NOTICE TYPE: REQUEST FOR QUOTES NAICS: 334419 - Other Electronic Component Manufacturing Contracting Office Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, Eastern Region Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 Solicitation Number: EA-133W-15-RQ-0129 Response Due: 5/15/2015 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice, and is being conducted pursuant to FAR Part 12 and Subpart 13.5, Test Program for Certain Commercial Items. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-81 dated 4/10/2015. Should the Government issue an order resulting from this RFQ, it will be in the form of a written offer to the supplier and shall require the supplier's acceptance by notification to the Government, in writing, as defined at FAR 2.101. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The RFQ is 100% set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 334419, which has a corresponding size standard of 500 employees. The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, 200 Granby Street, Norfolk, Virginia 23510, on behalf of the National Weather Service, Maintenance Branch is soliciting quotes for contractor support to review and validate Government furnished level III drawings and parts list, provide associated engineering support, manufacture hardware from the approved drawings and parts list, and conduct validation testing of the manufactured Automated Surface Observing System (ASOS) components. The components to be manufactured include the Acquisition Control Unit (ACU), Data Collection Package (DCP), and a variant that includes functionality of the ACU and DCP called the Single Cabinet ASOS (SCA). The ACU, DCP and SCA are part of the ASOS Service Life Extension Program (SLEP). The result will be a validated Level III drawing package and parts list, as well as proof that the drawings are suitable for issuing a "Build to Print" production Request for Proposal. The contractor shall supply the necessary equipment and facilities in order to comply with the Specification, "REVIEW OF DRAWINGS, ENGINEERING SUPPORT AND PROOF OF PRINCIPAL PRODUCTION OF ACU, DCP AND SCA COMPONENTS FOR THE ASOS SLEP, Version 1.0 dated April 10, 2015", which is provided as Attachment A. The Contractor shall provide prices in the Schedule of Prices Table, to which is provided as Attachment B. Proprietary Information & Processes The contractor shall not propose or use any proprietary or specialized manufacturing processes, equipment, or procedures that are not available on the commercial market or that are available only to the contractor during the manufacturing of Proof of Principal or test hardware. Should any proprietary or specialized manufacturing processes, equipment or procedures that are not available on the commercial market be proposed for the manufacturing of Proof of Principal or test hardware, the government may at is sole discretion, exercise organizational conflict of interests clauses in the award to restrict the company from participating in the future "Build to Print" production Request for Proposals. Per FAR 52.227-9 Refund of Royalties (APR 1984), if during the manufacturing of the contracted items specialized equipment, processes or procedures are developed, the Government shall require unlimited rights in any specialized equipment, processes or procedures and the delivery of written processes or procedures for the Government's use in the future "Build to Print" production RFP.
