- JOFOC Notice of Intent to Award on a Sole Source Basis Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1, the U.S. Nuclear Regulatory Commission (NRC), Office of the Chief of Human Capital Officer (OCHCO), intends to issue a sole source award to City of Chattanooga, Tennessee, Police Department, 3410 Amnicola Hwy. Chattanooga, TN 37406, for technical support/assistance to the NRC's Technical Training Center (TTC) staff in their "Explosives, Blast Effects and Breaching Fields Course" (S-502), "Weapons and Tactics Fundamentals Fields Course" (S-501), and "Materials Security" (S-201) training courses. The anticipated period of performance will be five (5) years, with one base year period and four 1 year option periods. The applicable North American Industry Classification System (NAICS) code for this acquisition is 713990 "All Other Amusement and Recreation Industries" and a size standard of $7.5 million. The Government intends to solicit and negotiate directly with the City of Chattanooga, Tennessee Police Department and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). For information on the NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Fatima.Shuler@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by 05/01/2015 at 11:00 AM EST, an award will be made to City of Chattanooga, Tennessee Police Department.
