Description
Naval Facilities Engineering Command, Pacific (NAVFAC PAC) intends to issue a Request for Proposal (RFP) to award a sole source bridge contract for the continuation of Guam Base Operations Support (BOS) Services for the Joint Region Marianas (JRM). This is a notice of the Government ™s intent to negotiate and award a sole source cost plus fixed fee (CPFF) bridge contract to DZSP 21 LLC under the authority of 10 U.S.C. 2304(c)(1) and Federal Acquisition Regulation (FAR) 6.302-1. The period of performance will be for 12-months which includes a six-month base period and one six-month option period in accordance with NFAS 5252.217-9301, Option to Extend the Term of the Contract - Services. Services are currently being performed by DZSP 21 LLC under contract N40192-13-C-3001. Contract No. N40192-13-C-3001 is a continuation of two contracts N40192-10-C-3000 and N62742-05-C-3501, all of which constitute a single services contract renumbered due to the large volume of customers funding lines of accounting in the contract. Services will commence 1 July 2015 and will end no later than 30 June 2016. This extension will provide continuity of mission essential base operations support services at JRM while the follow-on competitive procurement is in a suspension status due to a protest at the Government Accountability Office (GAO). The Guam BOS services/requirements under this contract will include: Management and Administration, Port Operations, Ordnance, Material Management, Facility Management and Engineering Services, Sustainment, Restoration and Modernization (SRM), SRM Andersen Air Force Base (AAFB), Electrical, Wastewater, Steam, Hot Water and Demineralized Water, Potable Water, Base Support Vehicles and Equipment, and Environmental Services. The North American Industry Classification System (NAICS) for this requirement is 561210 and the annual size standard is $35.5 million. This notice is published for informational purposes only and is NOT a request for competitive offers and a solicitation will not be issued, however, any firm that believes it can meet the requirements herein may submit a written response. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating the company ™s ability to meet the requirements herein without disruption to the critical Guam BOS services at Joint Region Marianas. Interested sources may identify their interest and submit capability information in response to this notice by 2:00 p.m. (Hawaii Standard Time), 2 May 2015 via email to Annette Chun at nfpacq2@navy.mil. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice.
