- JUSTIFICATION DOCUMENT FOR OTHER THAN FULL AND OPEN COMPETITION Schedule B and C Grounds Maintenance 1.CONTRACTING AGENCY: 922nd Contracting Battalion, MICC-Fort Campbell 2. DESCRIPTION OF ACTION: A modification is requested to the base contract with LKJ Crabbe Inc. to add Schedules B and C grounds maintenance on Fort Campbell for two months. Modification will be a FFP using OMA funds with an anticipated dollar amount of $646,375.00. 3. DESCRIPTION OF SUPPLIES/SERVICES: The total estimated value of the proposed action is $646,375.00 for a two (2) month period of performance. The service is grounds maintenance Schedules B and C for Ft. Campbell, KY. Schedules B and C contain the entire cantonment area with the exception of High Visibility Areas and Division Parade Field (Schedule A), consisting of two airfields, two landfill areas and the on Fort Campbell, for a total amount of approximately 4,500 acres. The grounds maintenance includes mowing, leaf and grass clipping removal, turf repair, aeration, fertilization, overseeding, dethatching, and herbicide application. Mowing takes place on 2 to 3 week cycles. The proposed modification would add Schedules B and C grounds maintenance to a contract that already contains Schedule A. 4. AUTHORITY CITED: This action is authorized under provisions of 41 U.S.C 1901 and FAR 13.501(a)(1)(ii), Test Program for Commercial Items, Section 4202 of the Clinger-Cohen Act of 1996 as codified at 10 USC Sec. 2304(g)(1)(B), and amended by Section 807 of the Ronald Reagan National Defense Authorization Act of 2005 5. REASON FOR AUTHORITY CITED: The current contractor for Schedules B and C, Saturn Landscaping Plus, refused to perform a delivery order issued for Schedules B and C. LKJ Crabbe is the current contractor for Schedule A grounds maintenance on Fort Campbell. Martinelli Landscaping is the current contractor for Schedule D grounds maintenance on Fort Campbell. Out of both current contractors, LKJ Crabbe stated that they would be able to perform Schedules B and C grounds maintenance, while Martinelli stated that they could not. LKJ Crabbe has a successful performance history and has the ability to quickly obtain the assets to perform Schedules B and C for a two-month bridge contract. They are readily available and would decrease the time that troop labor would be needed to maintain unit areas as opposed to having a new contractor come in to perform for only two months while a new contract with a base and option periods is put into place. a.Background: The current period of performance under the ground maintenance contracts are in an extension under FAR 52.217-8 Option to Extend Services. With the mowing season already started, it is unrealistic to expect another contractor with no experience on Fort Campbell to execute grounds maintenance for 4,500 acres for only two months. LKJ Crabbe has been performing at Fort Campbell for a number of years and is readily available with assets to perform grounds maintenance for Schedules B and C. A new contractor will need phase in time, which would be longer than having LKJ Crabbe perform with the capability to mobilize additional assets in only two weeks. b.Alternatives: The alternative to not having a contractor execute grounds maintenance is using troop labor from Division and tenant units on Fort Campbell. This is not a viable alternative due to the amount of acreage that must be mowed, lack of equipment available, and lack of time available from soldiers to consistently complete mowing to an acceptable standard. The tenant units could purchase or rent equipment, but would not be cost effective since the equipment would only be needed for a short amount of time. c.Justification: With the refusal of Saturn Landscaping Plus to perform their delivery order for Schedules B and C, a sole source contract to LKJ Crabbe is the most reasonable approach. They are currently performing grounds maintenance on Fort Campbell in other areas of the post successfully and have the required assets readily available to cover the cantonment area and airfields with a very short mobilization time, thereby minimizing need for troop labor. The pricing they submitted to perform grounds maintenance Schedules B and C for two months is fair and reasonable. This is only a bridge contract that will give MICC-Fort Campbell the time needed to reprocure a new contact. d.Prior Acquisitions: W91248-12-D-0002 Schedule B and C grounds maintenance. Contract has a base year with two option periods and FAR clause 52.217-8. e.Impact: If this justification is not approved, then soldiers will be tasked on a weekly basis to complete grounds maintenance and it will take them away from completing mission critical training in preparation for worldwide deployment. Additionally, there would be increased costs to the Government with the purchasing or renting of grounds maintenance equipment that would only be needed for two months. 6. EFFORTS TO OBTAIN COMPETITION: The two incumbent contractors for grounds maintenance covering different areas of Fort Campbell were contacted to see if they had the capability to add Schedules B and C. The contractors were LKJ Crabbe Inc. who performs Schedule A and Martinelli Landscaping who performs Schedule D. The fact that they are currently performing on Fort Campbell was the reason they were contacted. Out of the two, only LKJ Crabbe stated that they could perform Schedules B and C grounds maintenance for two months until a new contract is put into place. 7. ACTIONS TO INCREASE COMPETITION: MICC-Fort Campbell will be issuing a Request for Quotations over FedBizzOps for Schedules B, C, and D grounds maintenance using a HUB Zone set aside. The proposed sole-source modification to Crabbe's contract will only be for two months, to allow time for MICC Fort Campbell to solicit quotes, conduct technical evaluations, award the contract, and phase in the contractor or contractors who will perform Schedules B and C grounds maintenance. The new contract would have a start date of on or around 15 June 2015 with a 3 month base and two (2) twelve month option periods. 8. MARKET RESEARCH: The market research performed an industry survey in January 2015 for the reprocurement of grounds maintenance for Schedules B, C, and D identified numerous vendors that would be interested in performing grounds maintenance on Fort Campbell. These vendors will be able to participate in the new solicitation as long as they are a HUB Zone business. 9. INTERESTED SOURCES: A pre-solicitation notice for the follow on grounds maintenance contract for Schedules B, C, and D on Fort Campbell was posted on 8 January 2015. The solicitation was released on 26 February 2015 as a HUBZone set aside. The solicitation was canceled on 18 March 2015 due to the incorrect solicitation type used and decision to extend the current contracts for six months using FAR clause 52.217-8. A new solicitation will be released with updated periods of performance for Schedules B, C, and D. At the time of the cancellation of the solicitation there were two responses. One response came from Ryan Slaughter and the other response came from A4G. Notices required by FAR 5.201 shall be published and any quotes received shall be considered. 10. OTHER FACTS: a.
