Description
The Department of Veteran Affairs, Network Contracting Office 19 (NCO 19) has a requirement to execute a firm-fixed price contract for the construction and installation of a water pumping station and surrounding structures on the grounds of the Fort Harrison VA Medical Center (VAMC) in Fort Harrison, Montana. NCO 19 is conducting market research to determine if sufficient competition exists in the Service Disabled Veteran Owned Small Business (SDVOSB) socio-economic program. The SDVOSB firms must have the capability and capacity to perform work with a construction magnitude between $1,000,000 and $2,000,000. The NAICS code for this procurement will be 237110, Water and Sewer Line and Related Structures Construction. The intent of the project is the construction of a pump house to hold a duplex pump arrangement capable of operating in a lead lag arrangement. Arrangement shall have a primary bypass line and isolation for the pumps. All connections for pumps, isolation valves, and check valves are to be flanged connections. The pump house is to be equipped with a ceiling mounted rail and a rated chain hoist to allow maintenance activities. Control of the pump status as well as replacement of the existing reservoir alarm system is to be achieved in coordination with the existing building automation system. The reservoir system shall provide status, level, temperature, and shall also provide an audible alarm to indicate either critically low or overflow conditions. Work includes but is not limited to plumbing, electrical, HVAC, general construction including site prep, demolition and removal of exciting structures and furnish all labor and materials to perform work for the Potable Water Improvements. The current small business size standard for 237110 is $15 million. The Government is seeking information for market research purposes only. If a Request For Proposal is issued in the future, please note all SDVOSBs firms must be listed in the VIP database, available at http://www.VetBiz.gov. Additionally, firms must apply for and receive verification from the Department of Veterans Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status. Offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to contract award. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to contract award will result in the offerors proposal being deemed non-compliant. Lastly, prospective offerors shall be registered in the System for Award Management (SAM) database prior to award of a contract or agreement.
