Description
The National Aeronautics and Space Administration (NASA) Lyndon B. Johnson Space Center (JSC) is hereby soliciting information about potential sources for the Calibration and Metrology Services (CAMS) III Contract. The principal purpose of CAMS III is to operate the existing Metrology Standards and Calibration Laboratory (MSCL) located in Building 343 at JSC. The MSCL provides calibration services by performing calibration operations on Measurement and Test Equipment (MTE). Most of the MTE is commercial off-the-shelf, such as torque wrenches, pressure transducers and voltmeters, and is used to measure physical, mechanical, and electrical properties.Currently, the MSCL is responsible for a total calibration inventory of approximately 44,000 items of MTE. Of these, up to approximately 14,000 items are scheduled to be calibrated at any given time, with approximate 15,000 calibrations to be conducted annually.Approximately 10% of the MTE is in-place items that cannot be removed and calibration must be performed on the equipment at its on-site location. The MSCL has ISO/IEC 17025:2005, ANSI/NCSLZ540-1-1994, and ANSI/NCSL Z540.3-2006 Accreditations, and a Quality Management System (QMS) that is compliant with ANSI/ISO/ASQ (E) Q9001-2008 and SAE AS9100C. To meet the requirements of CAMS III, the contractor shall maintain these accreditations and compliance with these standards. NASA JSC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI). Responses to this sources sought synopsis will be used in the determination of the appropriate level of competition. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The anticipated NAICS code for this requirement is 541380 with a size standard of $15,000,000. The current contract for these requirements is CAMS II (NNJ11HA01B). When all options are exercised, CAMS II will have a not-to-exceed value of $19,000,000 and is scheduled to end on May 31, 2016. THIS IS A SOURCES SOUGHT NOTICE ONLY. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. Additional information, including redacted copies of the CAMS II statement of work and most current task order, may be found in the technical library on the CAMS III procurement website: http://procurement.jsc.nasa.gov/camsIII. Responses must include the following: 1.Name and address of firm; 2.Size of business (Large or Small, including the category of small business) 3.Average annual revenue for past 3 years and number of employees; 4.Ownership; 5.Number of years in business; 6.Affiliate information:parent company, joint venture partners, potential teaming partners, prime contractor (if potential subcontractor) or subcontractors (if potential prime); 7.List of pertinent customers and contracts covering the past five years: highlight relevant work performed and include contract numbers, contract type, dollar value of each procurement, and customer point of contact - address and phone number. 8.Evidence that the firm has the capability to maintain the MSCLs ISO/IEC 17025:2005, ANSI/NCSLZ540-1-1994, and ANSI/NCSL Z540.3-2006 accreditations and its ANSI/ISO/ASQ (E) Q9001-2008 and SAE AS9100C compliant QMS. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
