Sources Sought: This is a sources sought announcement only. This is not a solicitation announcement. The purpose of this announcement is to gain knowledge of current market capabilities in relation to NAICS Code 621511, Medical laboratories, Size Standard $30.0 Million. Network Contracting Office 23 (NCO 23) in Minneapolis has a requirement for Board Certified Pathology services at the VA Black Hills Health Care System, AND associated pathology reference testing and consultative services (off-site) in accordance with the specifications to beneficiaries of the Department of Veterans Affairs (VA) and the VA Black Hills Health Care System, located in Fort Meade and Hot Springs, South Dakota. All professional services whether performed on or off site are billed under Professional Services. Off-site technical services are billed by CPT code. The Contractor agrees to furnish comprehensive pathology services including all personnel required to provide pathology professional services to perform microscopic and diagnostic examination of surgical samples. All specimens are referred to contractor laboratory for gross examination and microscopic interpretation. Contractor will provide off-site professional consultation as needed. Off-site professional services will include pathologists with subspecialty fellowship training in dermatopathology, cytopathology and hematopathology. Off-site services will include all cytology services (including non-GYN, GYN and urine cytology), both pathologist examination and diagnosis and technical staff. Off-site services will also include all technical surgical pathology testing and stains outside the scope of Veterans Affairs Black Hills Health Care System. Contractor must provide General Pathologist (s) board certified in both clinical and anatomic pathology. Contractor must have at least one pathologist in the group with each of the following sup-specialties: Dermatopathology, Hematopathology, and Cytopathology to provide off-site consultation. Responses to this sources sought notice must include the following information: 1. Type of business such as 8(a), small business, Hub Zone small business, Small Disadvantaged Business, Service Disabled Veteran Owned small business or Veteran owned small business. 3. Company experience with a Department of Veterans Affairs pathology/lab program. Responses to this market survey should be in writing and shall be e-mailed to the attention of Sandra McAnany, Contracting Officer at Sandra.mcanany@va.gov. No telephone responses will be accepted. Responses must be received no later than 3:00 pm April 28, 2015. No solicitation document is available at this time; this notice is to acquire information only.
