- NASA/GSFC has a requirement for the support and maintenance of the Pandora-system project. This project deploys Pandora instruments in various places around the world to measure trace gas amounts (NO2 and O3) and their altitude profiles. Scope and Requirements The following describes the tasks the contractor shall perform during support of the Pandora sensor network in the role of Staff Mechanical Engineer. 1) The contractor shall operate and maintain Pandora sensors previously deployed on DISCOVER-AQ as well as new Pandoras as they become available. The effort shall include periodic monitoring of deployed instruments at both GSFC and remote sites using remote access software. 2) The contractor shall perform pre and post deployment calibration testing (as needed), and shall provide shipping and receiving support. 3) The contractor shall participate with other team members for the development of sensor modifications related to lessons learned during DISCOVER-AQ and other Pandora deployments. Deliverables or Delivery Schedule Deliverables will consist of weekly reports summarizing the activities pertaining to the statement of work above. Government-Furnished Equipment (GFE) and Government-Furnished Information (GFI) The Pandora spectrometer systems will be GFE Various laboratory instruments and optical equipment will be GFE Pandora manuals for operation and calibration is GFI Place of Performance The work is to be performed at a laboratory at Goddard Space Flight Center Period of Performance The period of performance will be at least 12 months and begin on, or about 29 April 2015. The work will be full time at the rate of 8 hours per work day. NASA/GSFC intends to purchase the items from Sciglob Instruments & Services, LLC. It is our understanding that Sciglob Instruments & Services, LLC. is the only contractor with expertise in the fabrication, operation, modification and calibration of the Pandora instruments. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Shawn Watts not later than 4:30 p.m. local time on April 27, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
