- International Classification of Diseases (ICD-10) Provider Training Services Request for Information VA247-15-Q-0549 I. Introduction: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for International Classification of Diseases, 10th Edition, (ICD-10) Procedure Coding System/Clinical Modification (PCS/CM) implementation support services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. This effort will include provision of training for the Veterans Affairs Southeast Network (VISN 7) facilities and Community Based Outpatient Clinics (CBOC) for ICD-10 provider training. VISN 7 includes the following facilities: Augusta, GA; Central Alabama Veterans Health Care System (Montgomery, AL); Dublin, GA; Atlanta, GA; Birmingham, AL; Charleston, SC; Columbia, SC; and Tuscaloosa, AL VA Medical Centers. This effort supports ICD-10 implementation scheduled for October 1, 2015. II. Background: The compliance date for implementation for ICD-10 is October 1, 2015. ICD-10 will replace the ICD-9-CM diagnosis code set in all health care settings for diagnosis reporting with dates of service, or dates of discharge for inpatients, that occur on or after October 1, 2015. VHA utilizes ICD-10 codes for a variety of purposes, such as: clinical studies, performance measurement, workload capture, cost determination, Veterans Equitable Resource Allocation (VERA), classifying morbidity and mortality, indexing of hospital records by disease and operations, data storage and retrieval, and reimbursement. III. Training Requirements: Training needs to be specific to a variety of learning styles. All training must be delivered through virtual modalities with no associated travel costs. In addition, offered training sessions should range 30 to 60 minutes in length, each session with an emphasis on key points. Training options should include interactive clinical documentation presentations as described above and/or delivered over electronic modalities that are compatible with VA computer systems and accessible 24/7 by an unlimited number of concurrent users. Training must be web-based and available October 1, 2015 - September 30, 2016 with two optional years of performance. The scope of work is provided in its entirety as an attachment to this notice. IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: 1.Company name and address. 2.Company point of contact name, telephone number and email address. 3.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. 4.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS. 5.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 6.Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. a.The name, address, and value of each project. b.The Prime Contract Type, Firm Fixed-Price, or Time and Material. c.The name, telephone and address of the owner of each project. d.A description of each project and why it is relevant to this requirement. Include difficulties and successes. e.Your company's role and services provided for each project. 7.What kinds of performance assessment methods are commonly used? 8.What are the common qualifications of the people who are providing these services? STATEMENT OF WORK INTERNATIONAL CLASSIFICATION OF DISEASES, 10TH EDITION (ICD-10) CLINICAL MODIFICATION (CM)/PROCEDURE CODING SYSTEM (PCS) TRAINING FOR PROVIDERS 1.Background: The Centers for Medicare & Medicaid Services has mandated the United States to transition from ICD-9-CM to ICD-10. With the adoption of ICD-10, there are many changes in the way the private and public section, purchased care and insurance carriers recoup revenue for reimbursement. This will be the first major change to the classification system in over 30 years. This change is significant and will affect over 75% of the workforce. 2. Introduction: This Statement of Work (SOW) captures the services and deliverables to be provided by the vendor for the Veterans Affairs Southeast Network (VISN 7) facilities and Community Based Outpatient Clinics (CBOC) for ICD-10 provider training. VISN 7 includes the following facilities: Augusta, GA; Central Alabama Veterans Health Care System (Montgomery, AL); Dublin, GA; Atlanta, GA; Birmingham, AL; Charleston, SC; Columbia, SC; and Tuscaloosa, AL VA Medical Centers. It defines the responsibilities of the vendor, in order to clarify expectations and ensure a successful project by October 1, 2015. An overview of the Professional Services, including the project and underlying assumptions, is included. Any Professional Services not explicitly defined in this SOW shall be deemed out of scope. The vendor shall be expected to provide ICD-10 CM/PCS training for Health Care Providers (HCPs) in order to enable a successful transition to this new coding classification system before 9/30/2015. Training and deployment plans will need to be specific to broad learner categories as Health Care Provider (HCP) training needs, learning styles, and availability are quite different. Request for training consist of virtual modalities to reach the broadest possible audience in the most cost-effective manner. The modules must be available 24 hours a day, seven days a week for unlimited review. All training must be delivered without travel costs. The modules must comply with current VA regulations. 3. Description of Services Required Listed below are the professional services required for ICD-10 preparation related to providers. Section 4 provides a detailed description of the required modules. "ICD-10 Educational Modules that can be accessed from a variety of modalities to include SmartPhone application. "Learning Aids that are engaging and effective are required for training under this SOW: oVirtual Coding Laboratory for practicing coding in an ICD-10 environment utilizing scenarios across all medical and surgical subspecialties to receive direct feedback. oComputer Animated movies understanding anatomical functions and procedures oVirtual Coding Simulator oVirtual Documentation Simulator oInteractive learning tools such as arcade (games) to assist with ICD-10 learning and refresher practice oDesk Top Guides for ICD-10 for quick references. "Software solution to assign, launch, track and report on ICD-10 education to include connection activation services and training. 4. Detailed Description of Each Service a. ICD-10 Education: Training needs to be specific to a variety of learning styles. All training must be delivered through virtual modalities with no associated travel costs. In addition, offered training sessions should range 30 to 60 minutes in length, each session with an emphasis on key points. Training options should include interactive clinical documentation presentations as described above and/or delivered over electronic modalities that are compatible with VA computer systems and accessible 24/7 by an unlimited number of concurrent users. Training must be web-based and available October 1, 2015 - September 30, 2016 with two optional years of performance. Training should, in part, use case based scenarios that demonstrate differences in documentation requirements for ICD-10 using comparative examples with ICD-9. Ability to provide "apps" that support just-in-time performance support is highly desirable. Delivery must include a tracking mechanism to track training completion specific to provider and specialty services levels. All training modalities must have a testing component that records the provider scores. Contractor shall provide training bundled modules that include "Basic ICD-10 basic user: Impact of ICD-10 and the two classification systems CM and PCS and the impact on the revenue cycle. "Clinical users: Modules to understand the impact of ICD-10 and how to understand the new coding system and to understand the documentation impact "Documentation user: Comprehensive education on how to decipher, understand and assign codes, greater level of documentation specificity required and the foundations of the ICD10 documentation concepts against all disease conditions and encounters to include a documentation simulator. Super-user CM: Modules provides comprehensive education on how to decipher, understand, and assign ICD-10 codes. These modules provide the changes between ICD-9 to ICD-10. "Super-user PCS: Modules provide comprehensive education on how to decipher, understand and assign codes in ICD-10 for procedural and operative coding. b. Other Learning Aids: In addition to the learning aids listed above, a computer animated library is required including movies depicting different anatomical functions and procedures to aid in enhanced learning and understanding of anatomy, pathophysiology and how procedures and surgeries are performed and interact with the body. 5.Provision of Training and Performance Support a) General coding overview b) Specialized to Clinical Practice areas c) Track and report attendee participation d) Provide relevant job aids, i.e. tip sheets, including hard copy and digital sources e) Customer support provided 24/7 at no additional cost f) Continuing Education Units (CEU) credit available through applicable accrediting agencies (AHIMA, etc.) g) Evaluation tool to test attendees on the provider training received and certificate of training upon successful completion 6. Contractor Qualifications Contractors must provide a resume and business profile that documents the following items listed below. Each contractor shall also provide a demonstration by furnishing sample modules and presentations to be evaluated for contract award. These demos can be provided via CD or electronic based dissemination methods. a. At least 5 years of Provider training experience and ability to independently accomplish the job tasks; b. Evidence that contractor has the capability and capacity to fulfill all tasks as a top priority within a mutually; agreed upon time table c. Faculty certification by American Health Information Management Association (AHIIMA) as a recognized ICD-10 CM/PCS Training Provider; d. Documented evidence of current ownership of extensive training materials and curricula prior to the contract award as well as evidence of the ability to modify these appropriately to customize to client specific needs as indicated. e. Range and types of products and services that reflect application of evidence based learning theory and curricula development for specialized target audiences f. Ability to provide training that is 508 (SCORM) compliant g. Evidence of superior client satisfaction and proven success from ICD-10 CM/PCS project work h. Contractors with prior ICD coding training experience for large health care organizations preferred 7. SCOPE AND CONTRACT CONSIDERATIONS The scope of this project is ICD-10 CM/PCS training for all HCPs at the VAMC Birmingham and Community Based Outpatient Clinics. HCPs are defined as physicians, physician assistants, nurse practitioners, and others involved with documenting the diagnosis and treatment of conditions associated with billable services. Associated tasks and deliverables for HCPs should run concurrently and interdependently as indicated to ensure that appropriate testing of each target group's contributions can occur before the "go live date" of the ICD-10 transition. This will make certain an accurate bill for services is verified and confirmed prior to October 1, 2015. All information technology (IT) tools used in support of this contract must conform to available VHA infrastructure, and where possible should be based on the Microsoft Office suite of products. The contractor will provide graphics design and production support sufficient for supporting key tasks and deliverables detailed in the contract. The vendor must have documented evidence of current ownership of extensive training materials and curricula prior to the contract award as well as evidence of the ability to modify these appropriately to customize to client specific needs. 8. Tasks and Deliverables: ICD-10 CM/PCS Training for HCPs. HCPs are considered to be physicians, physician assistants (PAs), nurse practitioners (NPs), and others involved with documenting the diagnoses and treatment of conditions associated with billable services. Learning approaches proposed for these audiences should be customized to specific clinical interest areas, diagnoses, and related documentation requirements. In addition, offered training sessions should range 30 to 60 minutes in length, each session with an emphasis on key points. Training options should include interactive clinical documentation presentations as described above and/or delivered over electronic modalities that are compatible with VA computer systems and accessible 24/7 by an unlimited number of concurrent users. Training must be web-based and available June 1, 2015 - September 30, 2016. Training should, in part, use case based scenarios that demonstrate differences in documentation requirements for ICD-10 using comparative examples with ICD-9. Ability to provide "apps" that support just-in-time performance support is highly desirable. Delivery must include a tracking mechanism to track training completion specific to provider and specialty services levels. PERIOD OF PERFORMANCE The period of performance for the contract shall begin at the effective date of the contract through September 30, 2015. The option period will start on October 1, 2015 - September 30, 2016. The contractor shall provide VA personnel access to their ICD-10 Education Program, via the internet by June 1, 2015. 10. CONTRACT TYPE This contract will be a Firm-Fixed Price contract that is per user/license per year. Vendor proposals should detail the technical approach/methodology(ies) for completing all requirements, Tasks and deliverables of the Statement of Work (SOW). Price quotes should be all inclusive of any reproduction or licensing fees and based on types and numbers of sessions, CBT modules and/or enduring materials regardless of number of attendees. If a licensed product, license will be all encompassing for VAMC Birmingham and all Community Based Outpatient Clinics. 11. COMPLAINTS HANDLING: The COR will monitor the service provided. Contractor shall cooperate with the COR in providing information and answering questions in a timely manner when requested. Contractor shall refer complaints received directly from the customer(s) to the COR. All complaints received by the COR and forwarded to the Contractor shall be investigated promptly. The COR may forward all complaints to the Contracting Officer for appropriate follow-up and documentation to be completed by the contractor as the COR deems necessary. After investigation and disposition, Contractor shall respond to the Contracting Officer within two (2) working days after receipt by the Contractor. 12. CHANGES TO CONTRACT: A. The Contracting Officer is responsible for the administration of this contract. The Contracting Officer is the only individual authorized, to the extent indicated in this contract, to take action on behalf of the Government, which may result in changes in the contract terms, to include deviations from the statement of work, details, and performance schedules. B. Communications pertaining to contractual matters shall be address to the Contracting Officer. No changes in or deviation from the scope of work shall be effected without a written modification to the contract executed by the Contracting Officer. No oral statements of any person whosoever will in any matter or degree modifies or otherwise affects the terms of this contract. C. The Contracting Officer does, however, reserve the right to designate one or more representative to act in a capacity of furnishing technical guidance and advice, or generally supervise the work to be performed under this contract. A Copy of the Contracting Officer Representative (COR) designation shall be furnished to the Contractor. 13. PAYMENT: Invoices shall be submitted electronically to the Financial Services Center (FSC) via OB-10. 14. Quality Assurance: The modules must be available 24/7 for multiple users at once. The modules must be accessible 99% of the time. Users shall be provided with a help desk number or option in the module should there be any delays or issues identified during use.
