PWS Sources Sought for Incirlik AB, Turkey Non-Appropriated Funds (NAF) Club Food Concessionaire "This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement." "DUE TO AN ESTABLISHED ECONOMIC AGREEMENT BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE U.S. AIR FORCE INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY, AS REQUIRED BY THE DEFENSE AND ECONOMIC COOPERATIONS AGREEMENT, SUPPLEMENTARY AGREEMENT 3, ARTICLE VI. IF IT IS DISCOVERED THAT THE U.S. AIR FORCE IS NOT ABLE TO MAKE AWARD TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY, IT RESERVES THE RIGHT TO MAKE AWARD TO A BUSINESS CONCERN THAT IS NOT WITHIN THE COUNTRY OF TURKEY." 1. Description: This Sources Sought is issued for informational and planning purposes only. Incirlik Air Base is conducting market research and desires input from industry to assist in requirements planning. The information requested by this sources sought will be used within the Air Force to facilitate that decision making processes and will not be disclosed outside of the agency. Please note: The Air Force will not be responsible for any cost incurred by interested parties in responding to this request. The 39th Contracting Squadron is interested in the identification of capable sources to perform services in relation to operating an American style sit down restaurant and Golf Course Cafe, for the 39th Force Support Squadron in accordance with the Performance Work Statement (PWS) attachment located with this sources sought. 2. Capability of rendering the service requested: Capability information should confirm with the below requirements: • Please answer yes or no in regards to satisfying the following requirements: - Past Performance/Experience: 1. Does your company have experience working with American military personnel? 2. How many American patrons do or have you served per week? 3. How many Non-Turkish (American, Asian, Southern, Italian, etc.) items does your menu possess? 4. How many special/catered events, like the ones described in the attached Performance Work Statement (PWS) paragraph 1.2.2.1 have you held? 5. How many of those special/catered events were for Americans? 6. How many of those special/catered events consisted of plated meals? 7. How many times was the food served for the catered event not prepared from beginning to end in your kitchen? - Work Requirement. Does your company/business have an active SAM account? Please refer to the following address for more information: https://www.sam.gov/portal/SAM/#1#1. An active SAM account is required in order to conduct business with the U.S. government. - License: Does your company currently possess a restaurant license dated within three (3) years? If so, what Food Operation NACE codes do you currently use for your food operation? The restaurant license must show proof of operating a food operation with in Turkey, along with Food Operation NACE codes that are used with your food operation. 3. Submission of Information: Written response by e-mail is requested. Responses should be addressed to A1C Quortez Dorsey, Contract Administrator, at quortez.dorsey@us.af.mil Responses must be received by this office on or before 1630 Eastern European Time 27 April 2015. This request for information is not a commercial solicitation and the Government will not pay for any information submitted, or for any costs associated with providing the information. 4.
