Description
MEMORANDUM FOR ALL INTERESTED PARTIES FROM: 36 CONS/LGCB Bldg 22026 Unit 14040 Andersen AFB, Yigo, GU 96929 Notice to Offerors : Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for quotation. 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. F1C0CR5076A002001 - INI IntelliGen Generators is hereby issued as a request for quotes. 3. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-80. 4. This is a Small Business Set-Aside solicitation under the 335312 NAICS Code. 5. The Government request quotes for the following items; CLIN DESCRIPTION QTY 0001 INI-TS-IG2000-ICMF-KIT1 or EQUAL (Quantity: 2) ** See specific requirements below Specifications/Requirements • Zero Sustainment Kit V1.0 Contents (Quantity: 2) o 1 - IntelliGen 2kW Flex Fuel Generator o 1 - Universal Propane Adapter Kit o 1 - Extended Run Tank Kit (5Gal-20L) o 3 - Quart of Oil o 1 - Initial Oil Fill Bottle (8oz-200mL) o 5 - Cold Start Canister o 3 - Spark Plug o 1 - Air Filter o 3 - Extended Exhaust Piping (w/ Clamp) o 2 - Exhaust Piping Coupling o 2 - Exhaust Piping Clamp o 1 - Field Level 2kW Maintenance Kit o 1 - Depot Level 2kW Tool Kit o 1 - Fuel Transfer Kit (Siphon Hard Pump) o 1 - High Current Extension Cord, Black o 1 - Appliance/Load Tester o 1 - Temp/Hour Sensor Panel o 1 - Battery Operated Carbon Monoxide Detector o 1 - Parallel "Y" Cable (w/ Adapter) o 1 - Ruggedized Deployable Transit Case, Black o 1 - Operator Manual o 1 - Quick Reference Card 6. This is a "Brand Name" or "Equal" procurement. The referenced brand names are not intended to be restrictive, but represent the minimum requirements of the Government. The salient physical, functional, or performance characteristics must be met in order for an "equal" item to be acceptable for award by the Government. It is the quoter's responsibility to furnish sufficient information to the Government in order to determine acceptability of the quoted 'equal' items. Therefore, if "equal" items are quoted, the quoter shall submit all technical specifications for the Government to review in order to determine technical acceptability. 7. The government requests that all items be delivered by 15 June 2015 to: ATTN: 36 MRS Supply UNIT 14048 BLDG 23010 Andersen AFB, GU 96543 If this delivery schedule cannot be met, the contractor must specify the proposed delivery schedule in the quote. 8. FAR 52.212-1 Instruction of Offerors -- Commercial applies to this acquisition. 9. FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The evaluation factors are as follows; (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.) Price (b) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 10. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record. 11.
