Description
Request for Information (RFI) and Sources Sought (SS): The Naval Air Warfare Center Weapons Division (NAWCWD) is seeking information from potential sources regarding aircraft organizational level maintenance and repair services, logistic support, and program support services for the U.S. Navy aircraft and peripheral systems assigned to the Naval Test Wing Pacific (NTWP). This RFI is focused on identifying the feasibility of contractor performance of the work outlined below. Additionally, the results of this notice will be utilized to determine if any small business Set-Aside opportunities exist. All small business set-aside categories will be considered. DISCLAIMER This RFI/SS is for informational purposes only. The Government will not pay for any information received in response to the RFI/SS nor will the Government compensate respondents for any cost incurred in developing information for, participating in meetings with, or engaging in discussions with the Government. Proprietary and Limited Distribution: It is incumbent upon parties providing responses to the RFI/SS to identify all data contained within that is proprietary or has limited distribution requirements. All information marked as proprietary information will be safeguarded to prevent disclosures to non-governmental personnel and entities. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/SS does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Additionally, any costs incurred by interested companies in response to this announcement will NOT be reimbursed and are NOT considered allowable direct charges to other contracts or tasking. PLACE OF PERFORMANCE Point Mugu, CA and China Lake, CA on a permanent basis, various CONUS and OCONUS locations on a temporary basis PROGRAM BACKGROUND NTWP is an echelon four command of the Naval Air Systems Command (NAVAIR), under the cognizance of Naval Air Warfare Center, Weapons Division (NAWCWD). NTWP has two subordinate commands: AIR TEST AND EVALUATION SQUADRON THREE-ZERO (VX-30), located in Point Mugu, CA, and AIR TEST AND EVALUATION SQUADRON THREE-ONE (VX-31) located in China Lake, CA. An overview of each squadron is addressed below: 1.1 VX-30 primary mission is to provide Research, Development, Test, and Evaluation (RDT&E) support for the NAVAIR Sea Test Range locally and worldwide. The primary mission, in support of these RDT&E efforts, involves both local and detached range surveillance activities. VX-30 is the leading airborne test support element for our nation's number one priority, Ballistic Missile Defense. It provides unique test and evaluation capabilities to the Missile Defense Agency (MDA), AEGIS Ballistic Missile Defense (BMD), Theater High-Altitude Air Defense (THAAD) and various NASA programs. 1.2 VX-31 is responsible for testing and evaluating current and future aircraft, weapons, and weapon systems in Research, Development and Integrated Development Flight Test phases. This is accomplished by operating Airborne Test Bed programs to provide cost-wise support to the Navy's research community and ultimately the Fleet end user. China Lake climatic conditions will vary in temperature from approximately 20 F to 120 F year round. Annual precipitation is very low, and strong winds prevail on a frequent basis. CONTRACT BACKGROUND This requirement is a follow-on procurement to a competitively-awarded contract N00421-11-C-0031 (NAICS Code 488190) that is currently being performed by Defense Support Services LLC. The existing contract is a completion-type with a base year plus four option years. The contract line item numbers (CLINs) consist of a cost-plus-fixed-fee for labor, a labor-hour CLIN for overtime, and cost CLINs for travel and material/other direct costs. The current contract supports 41 aircraft. REQUIRED CAPABILITIES The Government requires a contractor capable of performing and managing organizational level maintenance on a variety of aircraft, including both fixed wing and rotary wing aircraft, in multiple locations. The nature of the services required consists of completing maintenance for NTWP aircraft inventory; incorporating organizational level modifications; complying and managing configuration; accomplishing mission support; complying and maintaining training and qualifications for contractor employees; and developing and implementing Programs and ground operating procedures in accordance with the NAVAIRINST 3710.1 series and the Naval Aviation Maintenance Program (NAMP) COMNAVAIRFORINST 4790.2 series. The Government anticipates that this effort will cover a five year period. REQUESTED INFORMATION 1. Company Name, Address, POC, CAGE code, company size (Small or Large according to the NAICS and size standard listed). If categorized as a small business, specify whether the company is or is not each of the following: (a) Service-Disabled Veteran Owned Small Business (SDVOSB), (b) HUBZone Small Business, (c) 8(a) Concern, (d) Woman-Owned Small Business, (e) Economically Disadvantaged Woman-Owned Small Business 2. Capability to perform Performance Work Statement (PWS) tasking. It is anticipated that the effort will require performance on 17 different Type/Model/Series aircraft across multiple worksites (CONUS and OCONUS) simultaneously. 3. Personnel management capabilities for effectively staffing for and managing to the PWS requirements using the correct personnel with the appropriate skill levels and certifications. Please provide feedback regarding personnel categories/levels necessary to perform the functions of the PWS as well as any managerial plans the contractor uses for matching personnel to PWS requirements. 4. Please provide information regarding past experience managing service contracts similar in scope and effort as defined in the draft PWS. Provide past performance information including previous contracts and dollar values as well as reference information for those contracts to include, name, contract number, phone number and email address. Please indicate what sections of the draft PWS correspond to the past performance information. If the work was accomplished as a prime contractor, please indicate the percentage of work subcontracted. If the work was performed as a subcontractor, indicate the dollar value and percentage of work performed. 6. Capability for organizational reach back for subject matter experts that have experience/training/educational background in the disciplines stated in the PWS. 7. The Government is contemplating a single award or multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) type contract and is seeking industry feedback on the feasibility of these business arrangements. 8. The Government is contemplating a performance based effort and is seeking industry feedback on any potential challenges associated with performance based Organization-Level aircraft maintenance. 9. The Government is contemplating pricing Non-Touch Labor and Scheduled Maintenance as Firm Fixed Price (FFP), and Unscheduled Maintenance, Overtime, and Detachment Labor as Cost Plus Fixed Fee (CPFF) and is seeking industry feedback on potential challenges to these pricing arrangements.
