- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with University of New Brunswick for services to provide ageing of krill using novel method that identifies the annular marks on the animal's eyestalk. The Southwest Fisheries Science Center located in La Jolla, CA proposes to enter into a contract on a sole source basis in support of the Antarctic Ecosystems Research Division. University of New Brunswick located in St. John, Canada is uniquely qualified to provide these services to NOAA Southwest Fisheries Science Center based upon the following: They have developed a novel method for directly ageing krill that no other laboratory is able to conduct. University of New Brunswick has the unique ability to age crustaceans, principally decapods, by sectioning the eye-stalks of these species. Although not decapods, Antarctic krill have large eye-stalks and may be aged if the technique, where annual marks in the eyestalks are identified can be modified. University of New Brunswick has pioneered this technique very recently (2012). They are the only laboratory that has knowledge of it and experience applying it. The proposed Contractor will provide laboratory services to refine the direct ageing technique developed for decapods and modify the protocol to age Antarctic krill ( Euphausia superba). The proposed Contractor will document the newly modified technique (based on its novel technique for ageing decapods} and provide age data for up to 180 krill of known and unknown age. The proposed Contractor will provide a report including statistical analyses. All photographic and electronic media developed during the course of the Contract will be retained and sent to the AERO at the conclusion of the Contract. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only the University of New Brunswick can complete the work and provide the deliverables under this contract. However, interested firms or individuals may identify their interest and capability to respond to the requirement by submitting in writing their name and information to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
