- This Sources Sought Synopsis is issued for maximizing competition. Should anything in the requirement be construed as limiting competition, please feel free to contact the MICC Special Competition Advocate (SCA) at dean.m.carsello.civ@mail.mil. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. The Government is seeking responses to this sources sought synopsis from all interested businesses capable of providing the requirement. Small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business, etc.) are highly encouraged to identify capabilities in meeting the requirements at fair market prices. For any acquisition set-aside for small business, Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting, will apply and will require the prime contractor to self-perform at least 50 percent of the labor with its own employees. Prime contractors cannot sub-contract the entire effort. Again, this applies only to small business set-asides. The United States Army Recruiting Command (USAREC) mission is bringing quality young men and women into the Army - people who will complete their tours of duty and make a contribution to the Nation's defense - is the objective of the U.S. Army Recruiting Command as it goes about the mission of providing the strength for America's Army. This requirement is for a contractor to provide a turn-key marketing solution similar to sponsorship of the Great American Rivalry Series for the 2015-2016 high school football season. The sponsorship supports selected high school football rivalry games located in critical recruiting markets. The sponsorship will provide the US Army brand visibility and afford recruiters opportunities to engage prospects at the high school football games, pre-games and in-school academic challenge events (conducted one week prior to the Friday night game). Army recruiters will appear at each of the selected football games, pre-game and in-school challenge events, where they will represent the Army and actively recruit for prospects and centers of influence. PROPOSED CONTRACTOR TASKS: Contractor shall create the tour schedules and secure access to the participating high schools based on a prioritized, jointly agreed upon list of high schools. The sponsorship shall physical fitness and academic test administered in conjunction with the participating high schools' Physical Education (PE) classes for an entire school day. USAREC and ROTC Recruiters will be in-school and on-site to participate in the activity. Contractor shall turnkey operations and management for the sponsorship. The contractor shall create the game schedules and secure access to the participating high schools based on a prioritized, jointly agreed upon list of high schools. Contractor shall contact, book, schedule, staff and execute all school visits. Contractor shall secure, coordinate and purchase the following deliverables: field staff personnel, field staff personnel travel & per diem, equipment and premium shipping, security, event insurance, workman's comp insurance, vehicle leases, washes, fuel, parking, tolls, packing equipment, field staff laundry, training, DOT management, driver drug testing, office supplies and brand ambassadors/temp staff. Contractor shall scout, interview, hire, insure, and manage their staff and subcontractors. Contractor shall supply US Army with all artwork, layouts, schematics and art files, for approval in production of event assets, signage and premiums required. Contractor shall administer completion of approved Army lead cards. Contractor shall forward all leads in a data base to US Army for qualification no later than three (3) business days after the conclusion of each event. Contractor shall provide detailed breakdown of event metrics on a per event basis, consisting of: total attendance; number of participants; Center of Influence (COI) participants (onsite educators, administrators, counselors, etc. that were met/participated). Contractor shall provide schedule of confirmed events broken down by Brigade to the US Army on a weekly basis, beginning one (1) month prior to initial event. Contractor shall schedule, send invites and host all planning calls with all team-members present as required. Contractor shall secure, rent, purchase or lease all electronic hardware and software required for all tours and events in all Brigades. Contractor shall program, maintain, update, fix and troubleshoot all software and hardware issues that occur during period of performance and provide adequate back up units in case of primary unit failure or unavailability. The appropriate NAICS code is 711320 with a size standard of $15,000,000.00. Responses to this announcement must be received no later than 2:00 P.M. Eastern Standard Time on Tuesday, 23 April 2015. A statement of interest that meets all the requirements listed above; 3. A synopsis of the contractor's capabilities; 4. Company size: small or large, new qualified small business sources, including veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and economically disadvantaged women-owned small business program. 5. Statement confirming the requirements of FAR 52.219-14 will be met should this acquisition be set-aside for small business (if applicable); 6.
