Description
As part of the Army enterprise wide information management initiative, PM AESIP received guidance to implement a data archiving strategy for SAP systems in the Army ERP landscape that is intended to develop and deploy a data archiving solution using OpenText Data Archiving for SAP Solutions and OpenText Extended Enterprise Content Management (ECM) for SAP Solutions software products. The guidance from Program Executive Office Enterprise Information Systems (PEO EIS) to PM AESIP is to establish a permanent enterprise solution that can be extended to all ERP programs within the PEO EIS domain such as AESIP-Hub, PD Logistics Management Program (LMP), PdM Global Combat Support System-Army (GCSS-Army), and General Fund Enterprise Business System (GFEBS). The scope of the current effort includes development and deployment of the solution specifically for AESIP-Hub and GCSS-Army environments with the intent to subsequently extend the same solution and deployment to LMP and GFEBS. The current AESIP SAP systems require a data archiving strategy to sustain database growth and meet regulation & compliance requirements. This includes developing and deploying a strategy to manage both structured and unstructured data. Structured and unstructured data may be found in both SAP and non-SAP systems and the effort will start with SAP systems. The SAP system at AESIP includes a Development (DEV), Quality Assurance (QAS) and Production (PROD) environment at Network Enterprise Center (NEC-R) Redstone Arsenal, AL. AESIP hosts the SAP systems on Sun Servers (M4000, M5000, M8000, M9000, T4-4, T2000, T5520, V440, V490, V890 and X4200) and HP Servers (DL580, DL980) running SAP applications with Oracle databases in Windows, Red Hat Enterprise Linux and Solaris operating systems at NEC-R data center. PM AESIP has re-architectured their environment as part of a technical-refresh and is consolidating the number of servers to approximately half of what currently exists. In the revised architecture, most of the End of Service Life (EOSL) servers running Solaris will be replaced with Oracle Sun T4-4 Servers running Solaris 11 operating system and HP Servers with VMware. The QAS and PROD SAP applications, SAP central instances will be brought under Solaris cluster control and the Oracle databases will be Oracle Real Application Cluster (RAC) enabled. PM AESIP has procured OpenText software licensing, support and maintenance for application components to support implementation of data archiving for SAP and non-SAP systems. PM AESIP needs specialized professional services in the field of SAP ERP as well as implementation of OpenText Archiving for SAP solution to support the design and deployment of the solution. Professional skills and expertise for this effort includes OpenText Certified Extended ECM for SAP Consultants, data archiving implementation experience working at major Department of Defense (DoD) ERP installations including Army ERP experience. There are currently no in-house Government personnel with the necessary skills and expertise to perform this work. The scope of this procurement is for the Contractor to lead the design, development and deployment of an archiving solution for the AESIP PROD environment at NEC-R as described above; as well as an extension of the solution to AESIP-Hub and GCSS-A. The purpose of this special notice is to conduct a market survey of interested parties that may have capabilities and past experiences to respond to and comply with the overall requirements of the above statement of work. Please submit a detailed description of your capabilities and past experiences to successfully perform the above requirements. This description should include details of performing data archiving utilizing OpenText Data Archiving for SAP Solutions and OpenText Extended Enterprise Content Management (ECM) for SAP Solutions software products. In addition, your description should provide the specific DoD ERP experience your company possesses. Your response shall be emailed to Mrs. Lisa Digney at address: lisa.m.digney.civ@mail.mil. The email submission should include a Microsoft Word file attachment reflecting the detailed information, Times New Roman (12 pitch), of no more than five (5) pages (11x8.5). Responses are requested no later than 01 May 2015 at 1600 Central Time. This Sources Sought is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought is in support of market research being conducted by the Army Contracting Command - Rock Island to identify capable potential sources.
