- This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. General Project Description LD25 is located at Winfield, Missouri, 61 miles upstream from St. Louis. The dam has a 20 span service bridge, including 14 sixty foot wide Tainter gate bays, 3 one hundred foot wide roller gate bays, and 3 service yard bays. The existing main lock is 600 feet long and 110 feet wide. The dam at LD25 has a total length of 4,078 feet, consisting of 1,296 feet of gated section, 216 feet of non-overflow earth dike section, and 2,566 feet of overflow earth dam section. Clarence Cannon Re-regulation Dam is located in Ralls County near Missouri State Route A on the Salt River approximately 10 miles downstream of Clarence Cannon Main Dam and Mark Twain Lake. The re-regulation dam has 2 thirty feet wide Tainter Gates and service bridge. Work Statement Fabricated steel bulkheads at both projects are in need of blasting and painting. The work includes two main components: 1.LD25 Tainter Gate Bulkhead Painting Item consists of furnishing all plant, labor, materials and equipment for cleaning, blasting, and painting the 6 sixty foot wide bulkheads. Bulkheads will be painted with the Army Corps of Engineers vinyl paint system. The bulkheads are currently stored in the storage yard downstream of the service bridge at the Illinois side of the dam. Contractor may perform work in the storage yard at LD25, on a Contractor provided floating plant staged on site, or performed offsite. Government will not assist the Contractor, including use of the bridge mounted crane, in moving the bulkheads from their existing location in the storage yard. The existing paint coating on the bulkheads and lifting beams is not lead based. 2.Clarence Cannon Re-Regulation Painting and Miscellaneous Repairs The work consists of furnishing all plant, labor, materials, and equipment for minor structural steel repairs, blasting and painting of the existing 8 thirty foot wide bulkheads and lifting beam, and installation of new rubber seals, along with miscellaneous work associated with this activity. Bulkheads and lifting beam will be painted with the Army Corps of Engineers vinyl paint system. The existing paint coating on the bulkheads and lifting beams is not lead based. Bulkheads and lifting beam are stored adjacent to the re-regulation dam. 3. Questions to be addressed by potential Contractors: a.Does the Contractor have experience in a minimum of three (3), previous industrial painting projects involving characteristics that are similar to the types of work described? b.Is the Contractor a certified SSPC QP 1? 4.
