- DEPARTMENT OF DEFENSE WASHINGTON HEADQUARTERS SERVICES ACQUISITION DIRECTORATE 1225 SOUTH CLARK STREET ARLINGTON, VA 22202 20 APRIL 2015 THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO INCREASE THE SCOPE OF INDEFINATE DELIVERY/INDEFINATE QUANTITY (IDIQ) CONTRACT HQ0034-14-D-0022. This was a single award to MORPHO DETECTION, LLC for Explosive Trace Detector (ETD) maintenance and consumables in support of the Pentagon Force Protection Agency (PFPA). WHS Acquisition Directorate intends to increase the scope of HQ0034-14-D-0022 on a sole source basis under authority of FAR 6.302-1(a)(1), only one responsible source and no other services will satisfy the agency's requirements. The initial contract was awarded for one 12-month base period and four 12-month option periods, from September 8, 2014 - September 7, 2019. The original contract was solicited on the open market as a Brand Name Requirement to provide maintenance and consumables to the existing Morpho Detection, LLC ETDs. The increase in scope will increase the maximum quantity of CLIN 0003, Multi-Purpose Verification Traps, by 19 units for the base year and all subsequent options. The scope increase is due to the need of an increased number of Multi-Purpose Verification Traps. This notice of intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition pending the increase in scope of this contract would be advantageous to the Government. If no affirmative written response is received, the scope increase will be issued without further notice. Interested parties may identify their capabilities with respect to this requirement by Monday, April 27, 2015 at 5:00 p.m. Eastern Time. All information received will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The primary North American Industry Classification System (NAICS) code is 811219, Other Electronic and Precision Equipment Repair and Maintenance with a size standard of $20.5 million.
