Bistim Magstim 200 Stimulators Statement of Need Statement of Work Magstim Super Rapid and Rapid Air Film Coil SOURCES SOUGHT NOTICE Solicitation Number: HHS-NIH-NIDA-SSSA-SBSS-2015-301 Title: Jali Med Bistim 2 or Equivalent Package and Replacement of Repetitive Magnetic Stimulator, SUPER RAPID and RAPID Air Film Coil Classification Code: 66 - Instruments & laboratory equipment NAICS Code: 334- Computer and Electronic Product Manufacturing/334516- Analytical Laboratory Instrument Manufacturing Description: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Institute of Neurological Disorders and Stroke (NINDS) is a part of the National Institutes of Health (NIH), conducting research into the causes, treatment, and prevention of neurological disorders and stroke. The NINDS mission is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease. The Human Cortical Physiology Section (HCPS) has a need for the Transcranial Magnetic Stimulation (TMS) equipment to carry out research studies on normal volunteers and patients with neuromuscular disorders. The requested equipment is a set of 2 Magstim 200 2 stimulators connected into a Bistim configuration. A TMS coil will also be required with the purchase. Furthermore, in agreement with the NINDS mission, the Behavioral Neurology Unit (BNU) studies the mechanisms of human learning and memory and explores ways of enhancing these processes in brain-damaged patients and healthy individuals. On of the most valuable components of our research arsenal is repetitive transcranial magnetic stimulation (rTMS), a technique whereby we can selectively alter the responsiveness of areas of the human brain. The Magstim SUPER RAPID² stimulator is the standard laboratory device for research using rTMS. Other Magstim units exist but the Jali Medical, Inc. Magstim SUPER RAPID product is the only one usable with both the RAPID AIR FILM COIL and the Sham coil. The Sham coil controls (realistic, but inactive treatment) are critical to valid, publishable studies in this area. This stimulator constitutes a critical component of the experimental apparatus and, with the RAPID AIR FIRM COIL package, the replacement Magstim becomes a more sensitive flexible system capable of finer data production and collection, which is required for continued successful work in the BNU. Our current rTMS system, also from Magstim is operational, but obsolete, and is no longer supported by the manufacturer. There is no backup in place in case of failure and therefore a new rTMS system must be acquired. Objective The purpose of this requirement is to acquire: •a new rTMS system; •a set of 2 Magstim 200 stimulators connected into a Bistim configuration; and •a TMS coil. Scope 1.The 2 Magstim 200 stimulators connected into a Bistim configuration and a TMS coil must meet the following requirements: Whole microplate analysis using CCD detection of wavelength shift •Deliver single pulse stimuli via one coil •Deliver paired-pulse stimuli via one coil •Deliver paired-pulse stimuli via two coils •Pulse intervals for paired-pulse mode should be variable in 0.1 ms steps starting from 1ms •Independently control the intensity of each stimulus manually or via software •Compatible with Cambridge Electronics Signal software to allow external triggering and programmable stimulus intensity •Air-cooled coil •Compatible with all Magstim coils HCPS has ongoing studies under protocol 07-N-0122 using this machine and we have many TMS coils manufactured by Magstim already in the lab. For continuity and compatibility reasons, Magstim brand TMS equipment is required. 2.The Magstim SUPER RAPID² Package and RAPID AIR FILM COIL Packages must meet the following requirements: •Integration with current equipment (equipment should be listed) •Magstim is the only vendor that makes this equipment with the RAPID AIR FILM COIL (for current research) and the Sham stimulation coil, required for Behavioral Neurology Unit's research •All parts are certified manufacturer parts •One year statement on the warranty of the equipment Period of Performance Contractor shall deliver all equipment within 60 days after receipt of order. Section 508 Electronic and Information Technology Standards Is not applicable for this requirement. Capability Statement /Information Sought. The respondent's response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to perform all of the specialized requirements elsewhere described. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. The information submitted must be must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein. A cover page and an executive summary may be included but is not required. The response is limited to fifteen (15) page limit. The 15-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondent's technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses.
