- SOURCES SOUGHT NOTICE: Propulsion System Grooms and Assessments for 225' JUNIPER Class WLB Seagoing Buoy Tenders (225 WLB) This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirement exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of companies engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. The U.S. Coast Guard Surface Forces Logistics Center, Ice Breaker, Buoy and Construction Tender Product Line (USCG-SFLC-IBCT) is interested in determining what sources are currently available to support efforts intended to improve the system reliability of the Machinery Plant Control and Monitoring System (MPCMS) installed onboard the 225-ft JUNIPER Class WLB Seagoing Buoy Tender (225 WLB) class. These efforts include system improvements, component replacements, upgrades, and additional maintenance support for the MPCMS system, components, and related subsystems. In support of these efforts, the USCG SFLC IBCT intends to issue an Indefinite Quantity/Indefinite Delivery (IDIQ) Contract for Technical Support Services for Propulsion System Grooms and Assessments in accordance with Original Equipment Manufacturer (OEM) guidance and directions issued by USCG SFLC IBCT. OEM is Caterpillar. The intent of these grooms and assessments is to ensure satisfactory operation of the propulsion system plant system and associated equipment prior to MPCMS improvement efforts. The Contractor shall provide all personnel, labor, materials, parts, tools, test equipment, test fittings, supplies, consumables, and equipment to accomplish the following: inspections, assessments, calibrations, Grooms, repairs, testing (pre-operational and operational), and associated reports. The Government will issue individual Task Orders for this effort. At a minimum, the Government will require sixteen (16) Grooms onboard 225 WLB vessels, with additional Grooms required as the project warrants. Additional services may be required in the support of repairs, on-site technical troubleshooting, offsite / remote troubleshooting (telephone, email), and additional Grooms due to planned maintenance and/or unplanned casualty response. These services will be determined by the Contracting Officer's Representative (COR) and approved by the Contracting Officer (KO) on an "as-needed" basis. The Government may elect to activate any combination of optional items (within the scope of the Groom) as necessary to meet required support. Place of Performance: The majority of services will be performed on-board the cutter, at the respective cutter's homeport located within the United States and United States territories. Refer to Appendix A, "United States Coast Guard 225' Buoy Tenders" and http://www.uscg.mil/datasheet/225wlb.asp for additional information. Work will be conducted "pier-side" and "underway", with operational testing to be conducted underway within the cutter's local area of responsibility (AOR). Underway tasking will not require overnight stay onboard the cutter. However, it may require an overnight stay at a hotel. In some instances, services may be required while the cutter is moored at an alternate location or dry-docked, either at a commercial or Government facility. Project Manager: The Contractor shall identify a "Project Manager" to serve as the single point of contract (POC) for the Contracting Officer (KO). The Project Manager shall be responsible for all Contractor work accomplished in accordance with the Statement of Work (SOW). Duties are to include, but not limited to, scheduling, coordination, and general oversight of the project. The Project Manager, or alternate, shall be available to the KO via telephone during the core hours of 0800 and 2000 EST, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within 1 business day. The Project Manager shall meet the following requirements: • Minimum of 8 years of program management related experience, including written and oral communication skills. • Knowledge and experience of propulsion plan and associated systems. Technical Supervisor: The Contractor shall identify a "Technical Supervisor" to serve as the single POC for the COR and the ship's Engineering Officer (EO) while conducting Grooms and Assessments onboard the vessel. The Technical Supervisor shall be present and responsible for all on-site work accomplished in accordance with the Statement of Work (SOW). The Technical Supervisor shall ensure that Contractor personnel possess the necessary qualifications to perform the work described and are proficient in the use of the hardware, software, equipment, and tooling required in support of tasking. The Technical Supervisor shall also ensure that Contractor employees on-site are aware of, understand, and abide by all Coast Guard established rules, regulations, safe work practices, and shall have full authority to act on matters pertaining to the performance of services under this contract. Duties are to include, but not limited to, coordination with the COR, serving as the Contractor's on-site representation, and general "on-site" technical oversight. The Technical Supervisor, designated in writing, should be available during normal USCG working hours 0800-1600. The Technical Supervisor shall meet the following requirements: • Minimum of 5 years in support of maintenance and operations of propulsion plant systems and equipment, with special consideration given to USCG applications. • Technical expertise pertaining to propulsion plant equipment, including diesel engines, governors, and control systems. Licensed/Certified Technical Representative: The Contractor shall provide the services of a licensed/certified Technical Representative (Tech Rep) of the engine OEM (Caterpillar, Inc.), who is familiar with the Caterpillar Model 3608 marine diesel engine, to accomplish all tasking pertaining to the MDE's and associated components. The Contractor shall provide documentation that the Tech Rep is certified by Caterpillar (CAT) to perform work on the CAT Model 3608 Marine Diesel Engine. The Tech Rep will be responsible for the following: • Accessing OEM proprietary information, software, and tools pertinent to tasking in accordance with the SOW. • Assisting with the proper repair methods, and ensuring compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system. • Conducting Marine Engine Performance diagnostic testing (CAMPAR or load bank testing), ensuring compliance with OEM, U.S. Coast Guard, OSHA, and other pertinent procedures and standards. • Generating a Computer Aided Marine Performance Analysis Report (CAMPAR) with the diagnostic test data and recommendations for the diesel engines. • Provide genuine, OEM-approved parts. Quality Assurance: The Contractor shall establish and maintain a Quality Assurance (QA) Plan to ensure that all tasks are completed in accordance with the contract, SOW, and applicable references. The QA Plan shall provide the Government a complete understanding of the actions the Contractor shall put into place and be made available immediately after award. Each Propulsion System Groom and Assessment shall be completed in accordance with a detailed specification mandating use of OEM standards, processes, procedures and OEM-approved new parts, if new OEM-approved parts are not available the Contractor shall contact the KO and/or COR for approval of remanufactured parts. Travel: Contractor travel is required in support of tasking. All required travel in support of Grooms and Assessment will be paid in accordance with the fixed pricing. In the event that travel is required to additional locations other than 225 WLB home ports, or for travel in support of other tasking (i.e. meetings, casualty repairs), the COR will request a comprehensive quotation for travel in advance of the trip. Price quotes for airfare, per diem, ground transportation, and other travel expenses will be made in accordance with Joint Travel Regulations (JTR), as amended. Contractor personnel will be required to hold a valid U.S. Passport and area clearance to visit vessel(s) located OCONUS. All responsible sources are encouraged to identify their interest and capability to respond to this requirement. Information submitted must include (1) Complete and current engineering data to demonstrate the capability of the Offeror; (2) acceptability of the offered parts (i.e., salient physical, functional, and performance characteristics) and/or (3) Data that the offered parts have been satisfactorily manufactured for the Government or the OEM. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impeded award of this contract. The Government does NOT intend to pay for information solicited. This notice is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1. A woman is presumed economically disadvantaged if she has a personal net worth of less than $750,000 (with some exclusions), her adjusted gross yearly income averaged over the three years preceding the certification less than $350,000, and the fair market value of all her assets is less than $6 million f. If claiming Woman Owned Small Business status, provide documentation that shows the company is at least 51% owned and controlled by one or more women, and primarily managed by one or more women that make long-term decisions for the business and hold the highest officer position in the business and work at the business full time during normal working hours. Statement of Proposal Submission: State how your company will do the work and that your company WILL submit a proposal as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. 9. Past Performance Information: Evidence of experience in work similar in type and scope to include contract numbers, project titles, and dollar amounts, points of contact and telephone numbers. If two companies are planning to conduct business and submit an offer as a Joint Venture or similar type of teaming agreement, they are requested to provide past performance information on projects of similar scope that they have performed together as a Joint Venture, if available. Providing individual past performance documentation from each company on separate projects where the two did not work together may be considered less relevant. 10. SAM: (Formally known as CCR). Interested parties should register in the System for Award Management (SAM) as prescribed in FAR Clause 52.204-7.
