- This is a notice of intent to award a sole source purchase order for Mourning Dove research to the Central Flyway Council, Inc. The U.S. Fish and Wildlife Services (FWS) Division of Migratory Bird Management seeks a qualified contractor to estimate mourning dove populations using distance sampling techniques and compare these with Lincoln estimators. A considerable amount of research and technical analysis has been completed on mourning dove population dynamics since the establishment of the National Plan. In 2013, the United States Fish and Wildlife Service approved a new harvest strategy that uses the Lincoln estimator as the primary method for monitoring mourning doves in the United States. However, under a closed season, the data required to produce a population estimate would not be available. The development of an additional robust estimator would be required during closed seasons to monitor the mourning dove population. To evaluate a promising option, we are recommending using single-observer distance sampling during point counts along the current Call-Count Survey routes starting in 2015. This 5-year project will evaluate distance sampling as a means to estimate population abundance during the breeding season at a management unit level. The Contractor will: 1) Develop and conduct training workshops in each management unit during 2015 to implement the Call-count Survey using distance sampling (CCSDS) in volunteering states during 2015-2019; 2) Determine the relationship between abundance estimates derived from Lincoln estimators and CCSDS during 2015-2019; and 3) Determine the relative efficacy, and evaluate implementation and operational details of CCSDS across a broad geographical with the 3-management units and evaluate the surveys ability to monitor trends in the event of a close hunting season in any of the management units. The Contractor must have a close working relationship with states conducting Call-count Survey Routes. They must have experience with conducting training workshops and with distance sampling techniques. Further, they must have expertise in analyzing distance sampling data in order to calculate management region-scale population estimates. All responsible sources may submit a bid, proposal, or quotation which shall be considered by FWS.
