- NON-DISCLOSURE AGREEMENT Dates: June 3-26, 2015 2015 United States Special Operations Command (USSOCOM) Tactical Assault Light Operator Suit (TALOS) Rapid Prototyping Event. A. INTRODUCTION: This notice is NOT a Broad Agency Announcement, solicitation for proposals, proposal abstracts, or quotations. USSOCOM will host a 2015 USSOCOM TALOS Rapid Prototyping Event to conduct a joint development effort consisting of Government, Academia, and Industry for the USSOCOM's TALOS prototype. Business proposals will not be entertained at this session. TALOS is a USSOCOM Science and Technology (S&T) thrust to advance the state of the art in warfighter protection and augmentation. The primary objective of this session is to develop Tactical System technologies and interfaces. The June 2015 USSOCOM TALOS Rapid Prototyping Event will be unclassified; however, all attendees will be required to obtain Base access via JPAS, sign non-disclosure agreements (NDAs) and consent to search for contraband, weapons and recording devices, etc. B. Event Specific Information: The outcome of this Rapid Prototyping Event is to develop an integrated Heads Up Display (HUD) and helmet prototype. The TALOS helmet and associated integration design (i.e. Computing, Human Factors, Operator Interface, Offensive Systems and C3I). Prototypes will be integrated and tested by supporting engineering analysis during the event. The 4-week event will occur in the Tampa Bay area, with the following deliverables: 1. Physical demonstration(s) of Tactical Systems technologies and interfaces 2. 3D CAD models/Design documentation (illustrations and storyboards) 3. Technical Drawing Package(s) (TDPs) C. Attendees: Attendees are highly qualified engineers, scientists, designers, and technicians only, no business developers, sales or marketing, etc. The June 2015 USSOCOM Rapid Prototyping Event registration site will be available 4-8 May 2015 at: http://www.socom.mil/sordac/Pages/RPTALOSreg.aspx; The following documents shall be submitted for consideration via email to TALOS@socom.mil: • Resume • Signed NDA (Ref: attached) • Driver's license number and state of issue NOTE: due to limited capacity, all applicants may not be selected to attend. Seating is available for the first 25 qualified applicants. Registration and receipt of documentation will officially close 1800 hours EDT on 8 May 2015. All attendees new to the TALOS effort must attend the introductory session, at the Davis Conference Center, MacDill Air Force Base FL 33621 on 2 June 2015. Attendees are also required to commit to participating on each of the eighteen (18) business days on site during the twenty-four (24) day period and must be eligible for base access. Attendees are responsible to coordinate their lodging and transportation requirements. Additional administrative requirements and other event details shall be disseminated to all those confirmed to attend via e-mail no later than 19 May 2015. USSOCOM shall provide venue(s), with basic access to facilities and infrastructure. D. The Government will make all efforts to ensure Government personnel do not misuse Intellectual Property (IP) that is clearly and appropriately marked in writing. All attendees shall execute non-disclosure agreements (NDA) (see attached), and contractor-to-contractor agreement(s) to protect IP discussed with other non-US Government attendees. Previous NDA will not be valid for this event. All participants shall assume that unmarked IP they release during this event is in the "public domain" and can be incorporated into drawings, technical packages and be further disseminated without restriction; any concepts, discussions, inventions, or other IP discussed, generated or otherwise employed at this event can be further disseminated by the Government without cost or restriction. E. Per Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): The Government does not intend to award a contract on the basis of this notice. All participation and responses associated with this collaboration event will be treated as information only. It shall not be used as a proposal from the participants, but may be provided as Government Furnished Information (GFI) in subsequent acquisition efforts. As such, participation in this event may subject participants to Organizational Conflicts of Interests (OCI) in future TALOS efforts. Participants should consider OCI mitigation plans for such future efforts pursuant to FAR subpart 9.5. Bachelor's degree in Engineering, Physics, Computer Science, Mathematics or related disciplines; and 2. Six years of experience designing, analysis and prototyping helmets, HUDs, electro-optical systems with consistent active project experience in these fields over the past five years.   Registration requirements: 1. Résumé or curriculum vitae as applicable 2. Completed non-disclosure agreements for all attendees Once your registration has been submitted, those officially approved to attend will receive a confirmation via email on or before 1630, 19 May 2015. Non-Government participants who fail to provide documentation by closing on 8 May 2015 will be disqualified from registration.
