Description
The Naval Air Warfare Center-Aircraft Division, Lakehurst, NJ intends modify Contract N68335-14-D-0030 with Airtec Inc., 44174 Airport Rd., California, Maryland 20619 to increase the ordering period of performance, increase the maximum quantity of flight hours and include additional scope in the statement of work. The requirement under contract N68335-14-D-0030 provides initiation of Foliage Penetrating (FOPEN) surveillance and reconnaissance, human activity detection, target identification and geospatial collection at a Forward Operating Location (FOL) in Bogota, Columbia. The Government procures flight hours from the contractor which uses a fully integrated Contractor Owned/Contractor Operated (CO/CO) aircraft. The base contract was issued on 29 September 2014. The ordering period of performance (PoP) is 29 September 2014 - 28 June 2015. The Government anticipates extending the ordering PoP by an estimated three (3) years and three (3) months and/or 30 September 2018. The base contract established a maximum quantity of 648 flight hours to be purchased which included a Cost Reimbursable Contract Line Item for Other Direct Costs and Travel. The Government estimates increasing the maximum quantity of flight hours from 648 by 2,160 to 2,808. The Government anticipates increasing the Cost Reimbursable Contract Line Item for Other Direct Costs and Travel as a result of the increase to the maximum flight hours. The Government anticipates adding scope to this contract. The additional scope includes procurement, configuration, testing and implementation of one (1) MACHETE LIDAR Ground Processing System to supplement the already established Ground Processing System to be used for mission support. Additionally, the Government will require the contractor to maintain, repair, replace and return the Government Furnished Property that is fully integrated with the Contractor Owned/Contractor Operated (CO/CO) aircraft. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued under the sole source basis under the statutory authority of 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
