Description

Synopsis: This is a Sources Sought Notice. This advertisement is not a solicitation for offers, nor is it a request for proposals. A Request for Proposal may be issued by the Veteran's Health Administration (VHA) at a later date. For further information, please contact Thomas G. Kessler at Thomas.kessler2@va.gov. The Veteran's Health Administration (VHA) is a seeking a suitable location for a minimum of 5,200 net usable square feet not to exceed a maximum of 6,027 net useable square feet of existing office/clinical space or build-to-suit space in Columbia, Missouri for a Compensation & Pension / Prosthetic Clinic. The VA is conducting a competition for space and will locate this clinic in the most advantageous location for the Government. The Location, Access, Present Layout, its alterations and other factors will be considered when determining whether the space identified by offerors is appropriate. The space shall not be located on more than one floor; first floor space preferred for an estimated minimum of 5200 net usable square feet not to exceed a maximum of 6,027 net useable square feet of contiguous space. The VHA is requiring a minimum of thirty five (35) on-site parking spaces, two (2) of which are marked and designed as handicapped. The VHA requires all services, supplies, utilities, partitioning and required tenant alterations. The lease term will be for a total of ten (10) years; with termination rights for the VHA after the initial five (5) year term with a 90 day written notice. Occupancy is required by October 31, 2015 The acceptable site consists of a build-to-suit (new construction) or an existing office/clinical space modified to meet the VA's needs. To be considered, the property offered shall be within a 2 mile radius from intersection of Stadium Blvd. and College Blvd. and within city limits of Columbia, MO. Proposed property must have all city utilities available. The facility must be located in the 65201 zip code. Offers must provide evidence that properties are outside the 100 year flood plain. VA staff will conduct a market survey of properties offered for lease. Please provide the following in your package: 1) Site location (physical location of property); 2) Property description; 3) Total square footage; 4) Site condition; 5) Floor plans-if available; 6) Pictures if available. Interested offerors (owners, brokers or their legal representatives) should submit specific information (e-mail preferred Thomas.kessler2@va.gov) concerning their properties to Thomas G. Kessler (VA Contracting Officer) at the below address no later than May 6, 2015, 2:00 p.m. CDT to be considered. *Net usable square feet does not include such common building areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space.
