Description
This is a Sources Sought Notice. This Sources Sought neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. This Sources Sought Notice is in support of a market survey being conducted by the St. Louis District, Corps of Engineers to identify interested Contractors within the District area for the Scope of Work listed below. The following are general capabilities required to perform the Scope of Work according to USACE standards. The Contractor must be capable to perform the Scope of Work listed below. General Site Location and Description: The area protected by the Cape Girardeau Project lies within the corporate limits of the City of Cape Girardeau, Missouri. The current line of protection extends eastwardly along Sloan Creek on the north to the right bank of the Mississippi River, continuing downstream along the river to high ground. Scope of the Toe Drain Contract: The toe drain contract consists of the replacement of the remaining 660' of toe drain which resides under the riverside rail of the Burlington Northern Sante Fe (BNSF) rail road line through the down town portion of the City of Cape Girardeau. The rail line section where the toe drain is being replaced is located in a very narrow portion of the line which passes between the City Flood wall and local downtown business. Work space and rail road area of influence will be an issue. The rail line must be shut down to rail traffic during the period of the toe drain replacement. Train traffic will be re-routed around this section during this closure period. The cost of re-routing the train traffic around this section of track is approximately $50K/hr. To contain the cost associated with this track outage/shutdown, USACE work must be contained to 24hrs or less. The contractor must work with the City and the Rail Road to determine the optimal time for the work to commence and the track outage to take place. This outage should be coordinated with a maintenance shutdown period for the rail road if at all possible to defray as much of the cost for shutdown as possible. The contractor is expected be fully mobilized on site before the shutdown occurs and move into position once the tracks are clear of train traffic The rail road will remove the tracks and primary ballast. The contractor will then be expected to excavate the old toe drain and facilitate the trenching and installation of the new toe drain. Use of high early strength flow-able fill is required to ensure a quick set of the subsurface. The contractor will be expected to work continuously without stop around the clock until the project is complete. Extreme attention to sequencing detail and coordination with the railroad are imperative for the successful completion of this project in the allotted time frame. Any delays will not be tolerated as they will drive costs to an unacceptable level. USACE personnel are expected to be on site to provide technical assistance throughout the construction period. The contractor is expected to fully complete the site excavation following toe drain replacement. This work is to include placement and compacting of both the sub grade material and sub ballast and prep for the railroad to be able to come back in and place their ballast and lay the rails in a timely manner. The rail road will do no additional site prep for the ballast so it is critical that the site be properly graded and prepped as per their specifications. NOTE: Please provide a statement that your company will sign an agreement with Railroad for schedule delays. Please provide examples of work that your company has performed in the areas listed below. No more than (3) three in any area of work performed. Examples shall include all areas listed. Describe past work experience showing all or more than one of the areas listed that was performed under one contract. Areas of work involving characteristics that are similar to the types of work described herein: a.Previous Railroad Coordination and Planning. b.Provide past experience replacing Toe-Drain projects. c.Provide examples with the capability of installing Stainless Steel Sub Drain Systems.
