These services encompass the management to provide electric services. The contractor is required to furnish all personnel, materials, equipment, tools, supervision, permits, fees, licenses, and other items and services required to provide electric services. No logistic support will be provided. Electricity supply services will be provided in accordance with (IAW) commercial standards, practices, and local host nation regulations. Please be advised that this is not a solicitation for work, nor is it a request for proposal (Reference FAR, Subpart 7.3, Contractor versus Government Performance and OMB Circular A-76). This market research will determine the most suitable method for acquiring electric services. Market research results should determine commercial practices for the method of contracting, performance standards, and the methods of inspection, innovations and ideas for electric services. 1. Anticipated contract: Fixed Price, full service contract Note: The government reserves the right to award multiple contracts or one contract to one contractor for the five (5) places of performance (as listed in paragraphs 3(a) - (e) below) if it is in the best interest of the government. Delivery Requirements (a) The Electricity Services shall be conducted in accordance with the attached technical description for each premise (See Atchs 32A - 60B). For prior year Load Profiles see Atchs 3 - 31H. (b) The demand, to be made available, will be verified according to the actual demand, starting October of each year, and adjusted on 01 January of the following year. Liquidated damages for non-usage of the minimum demand will not be paid. 5. Special information (a) All costs incurred by the contractor in connection with this market research shall be free of charge to the US Government. (b) The electricity supplied shall include a minimum of 15% per annum of renewable energy in accordance with the Executive Order 2015 entitled "Planning for Federal Sustainability in the Next Decade" signed by the US President. This can be amended by American public laws and/or Executive Orders. (c) The US Government reserves the right to terminate pertinent contracts for political or military reasons, at any time, partially or in its entirety, with a ninety (90) days written termination notice. (d) Electricity Meter Management: All electricity metering, virtual metering and data collection of advanced meters and standard meters must be managed by the contractor. To verify utility invoices, the meter consumptions and load profiles for each premise must be accessible by USAFE. Currently installed system: MEDACO Internet Data Base. Reference: www.medaco.de. The customer owned meter sets (Kundenkontrollmessungen) must be readable and accessible through the same system.* *NOTE: This paragraph only applies to the premises listed under 3(e) (Spangdahlem AB and Off-Base Sites; Net owner Westnetz or NEW Netz GmbH respectively). (e) Load Management / Load Optimizing: Spangdahlem AB is operating a load optimizing system, other USAFE Bases are planning to implement and/or install load optimizing equipment. The contractor must agree that demand peaks will be reduced by starting/running backup generators as needed. The 15 minutes control signal has to be provided to USAFE Bases, incl. Spangdahlem AB at no cost. (f) The contractor may agree to supplement the facilities by means of combined heat and power generation (co-generation) or using renewable energy sources. 6. Instructions: (a) Pricing data shall be submitted for each place of performance (see Atch 2, Price Schedule). (b) All rates and prices shall be submitted in Euro (€). (c) All prices proposed shall be exclusive of any tax and duties the US Government is exempted under the NATO Status of Forces Agreement. (d) The following surcharges/fees shall be excluded in accordance with the existing law from the energy price and addressed in the Price Schedule (Atch 2): Concession Fee, Reactive Current Price, Net Usage Cost, Renewable Energy Surcharge (Renewable Energy Law), Co-generation Surcharge (Co-Generation Law), Electricity NEV Apportionment (Electricity Grid User Charge Ordinance), Offshore Liability Levy, Surcharge for Interruptible Loads. Please add any other surcharges/fees which may apply but are not listed. (e) To investigate current market conditions, you are requested to complete and provide the attached: 1. Questionnaire (Atch 1), to include respective docs requested 2.
