- Description
- HIV remains the greatest public health and socio-economic development challenge for Swaziland. While the data suggest that the rate of new infections is stabilizing, at 31% adult prevalence Swaziland continues to shoulder the world’s highest HIV burden. Swaziland also has the highest HIV-TB co-infection rate in the world. The country’s epidemic is highly generalized with insignificant regional differences and only slight variances between urban and rural populations. An estimated 211,000 people live with HIV in Swaziland. Swaziland’s HIV epidemic shows a stark gender differential, with women carrying the largest burden of disease. Gender-based inequalities, violence, poverty and income disparities persist in the country and create significant barriers to effective HIV prevention interventions and the up-take of care and treatment services. Economic growth and development have been deeply impacted by the health crisis. In contrast to the growth take-off experienced by many Sub-Saharan countries, Swaziland has consistently ranked among the lowest in terms of economic growth in the region in recent years. The incumbent will serve as the USAID/Swaziland PEPFAR Program Director, the senior manager and HIV/AIDS technical officer of the PEPFAR program in Swaziland. S/he represents USAID to the U.S. Embassy and other USG Agencies, to Government counterparts, and to USG implementing partners. S/he leads the development, management and implementation of the USAID portion of the PEPFAR program and has direct responsibility for day-to-day coordination and administrative management of the USAID PEPFAR portfolio in Swaziland. Duties and responsibilities include strategy development within PEPFAR and USAID parameters, program planning and development, supervision of USAID staff, and management of USAID grants, contracts and cooperative agreements. S/he works closely with the USAID/Southern Africa Regional HIV/AIDS Program (RHAP) Office Director to ensure that all activities contribute to measurable results that are in accordance with agency regulations, PEPFAR strategic objectives, international ethical guidelines and standards for public health care.
