Description

i.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement, and its attached solicitation, constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. ii.The Department of Veterans Affairs, Network Contracting Office (NCO 22), 4811 Airport Plaza Drive, Suite 600, Long Beach, CA, 90815 is issuing solicitation VA262-15-Q-0529 to request proposals from offerors that can provide valet parking and shuttle services in accordance with the terms and conditions of the statement of work contained in the attached solicitation. iii.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-80 published in January 29, 2015. iv.The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). v.A list of contract line item number(s) and items, quantities, and option years appear in Section B.4- Price/Cost Schedule of the attached solicitation. a.A complete description of requirements for the items to be acquired appears in section B.3 Statement of Work of the attached solicitation. The contractor shall provide all labor, material, and supervision required to provide valet parking and shuttle services in accordance with the terms and conditions of the solicitation and resulting contract. The contractor shall have the valet parking site ready to provide the services at the times indicated. Services shall include, but not limited to, ticketing, securing keys, providing cones and other supplies and/or professional materials necessary and incidental to manage and perform the services of affording valet parking and front door service for patients, employees, family members, volunteers, visitors and those coming to VA San Diego Healthcare System (VASDHS) for business or official purposes. In addition to performing valet services, the contractor shall provide two shuttle drivers for pick up and drop off within the valet area to ensure front door service at the La Jolla Campus only. The VA will provide the tram for the shuttle service. vi.Date and place of delivery and acceptance and FOB point appear in the solicitation cover sheet (SF 1449) vii.Addendum to provision 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. viii.The specific evaluation criteria to evaluate offers resulting from this solicitation appear at provision 52.212-2, Evaluation -- Commercial Items. ix.Offerors are advice to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. x.Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The additional FAR clauses cited in the clause are applicable to the acquisition. xi.See Statement of Work regarding any additional contract requirement(s) or terms and conditions. xii.The date, time and place offers are due, and the name and contact information of the individual to contact for information regarding the solicitation appears in the solicitation on section E.2 Addendum to FAR 52.212-1 Instructions to offerors - Commercial items. The following dates are important: SITE VISIT: In order to afford all offerors equal opportunity to observe the physical characteristics of the job site, a one-time Site Visit will take place on Monday April 27, 2015 at 7:00 a.m. Pacific Standard Time. Offerors shall meet at the main entrance lobby of VASDHS, La Jolla campus, located at 3350 La Jolla Village Drive, San Diego, CA 92161. This site visit includes travel to the Mission Valley Outpatient Clinic, located at 8810 Rio San Diego Drive, San Diego, CA 92108. The offerors are responsible for providing their own transportation from site to site. The site visit is anticipated to last four hours. The offerors are required to RSVP via e-mail at edgar.alvizar@va.gov no later than Friday April 24, 2015 at 3:00 p.m. PST with "Site Visit RSVP - Valet Parking and Shuttle Services" in the subject line. SUBMISSION OF OFFERS: Offers to this solicitation shall be e-mailed not later than 08:00 a.m. PST on Wednesday May 6, 2015 to the attention of Edgar Alvizar at edgar.alvizar@va.gov with "Solicitation Offer - Valet Parking and Shuttle Services" on the subject line. Files should be sent in PDF format and no larger than 10MB or they may be automatically rejected by the server. Vendor shall expect a confirmation e-mail indicating offer was successfully received by the Government. The Government is not responsible for rejected e-mails that exceed the e-mail capacity. Telephone responses shall NOT be accepted. VENDOR QUESTIONS: All questions concerning this solicitation shall be submitted to the Contracting Officer via e-mail at edgar.alvizar@va.gov no later than Wednesday April 29, 2015 at 8:00 a.m. PST.
