- AMENDMENT 3 -- CLARIFICATIONS AMENDED -- RFP AG-8173-S-15-0003 USDA Forest Service, Apache-Sitgreaves National Forests has a requirement for Fuel Reduction Treatments (tree-thinning and slash treatment of standing dead and live pinyon pine and juniper trees, ponderosa pine trees, and mixed conifer species). The intent of this work is to reduce fire hazard, improve stand health, and/or improve watershed conditions. For Pinyon-Juniper areas, mechanized equipment and chainsaws may be used to perform the treatments. For other species, steep slope may dictate manual thinning methods. The fuels reduction treatment will be implemented through removal of slash from the forest or by some other treatment method that is deemed acceptable to the Contracting Officer. This solicitation is set-aside 100 percent for Small Businesses under the NAICS 115310 ($19.0 million). The Government anticipates awarding Firm Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The Government reserves the right to make multiple awards from this procurement. The Government anticipates awarding a minimum of three contracts by the use of evaluation factors. The anticipated period of performance for each awarded contract will be from date-of-award through 3-years. The minimum order shall be $500 per awarded contract over the 3-year term. No funding is attached to the award of this IDIQ. When funding is appropriated by Congress and provided to the Contracting Officer, task orders will be obligated with that funding. The maximum dollar amount of award (combined total of all individual awarded contracts) for this IDIQ shall not exceed $1 million. The Request For Proposals (RFP) will be available (uploaded to www.fbo.gov) on or after March 17, 2015. Interested parties should submit an offer in accordance with the requirements of the solicitation. Special attention should be paid to the submission requirements/instructions in the solicitation. A Pre-Proposal/Site Visit meeting will be held at the District Office: Black Mesa Ranger Station, 2748 East AZ HWY 260, Overgaard, AZ 85933, date and time forthcoming. Responses to this solicitation may be sent by email in PDF file format to the Contracting Officer (all submittal and deadline requirements shall be met): wabbott@fs.fed.us on or before the closing date and time for the solicitation. The Closing Date and Time for responses to this RFP HAS BEEN EXTENDED TO MAY 6, 2015, 4:00 p.m. MST (The State of Arizona does not observe Daylight Savings Time).
