There will be no solicitation issued at this time. The Naval Air Systems Command (NAVAIR), P-8A Program Office (PMA-290), is conducting a market survey to identify potential business sources that have the resources, capabilities and experience for CFM56 engine field assessment, unscheduled engine repair, technical assistance for removal and replacement of engines and Depot scheduled and unscheduled maintenance and repair in support of the P-8A. This notice is being used for the purpose of determining market interest, availability and adequacy of potential business sources prior to establishing the method of acquisition and issuance of a Request for Proposal, including the use of any appropriate small business programs. All interested businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from potential sources as a result of this Sources Sought notice. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this Sources Sought is strictly voluntary. This notice is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government. The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. It is the offeror's responsibility to monitor the Federal Business Opportunities website located at http://www.fbo.gov for the release of any follow-on information. Sources Sought and Industry Day Announcement for P-8A Engine Repair and Scheduled Maintenance SUBMISSION CONTENT: Written responses are requested to be no more than 25 single-spaced, 8.5 x 11 inch pages using 12 point Times New Roman font minimum. If the material provided contains proprietary information, please mark accordingly and provide disposition instructions (submitted data will not be returned). Classified material shall not be submitted. The response should include, but is not limited to, the following: •1. A one page company profile to include Company name, address, point of contact (including telephone number and email address), Small Business Administration (SBA) business size classification (i.e. large, small, small disadvantaged, service disabled, veteran owned, HUB Zone, etc.), number of employees, Cage Code, DUNS number, NAICS Code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime offeror or to inquire about subcontracting possibilities, and points of contact who are able to discuss the material submitted. •2. A description of your company's past experience and performance of similar contracts for both CFM56-7B27A/3 and CFM56-7B27AE engines including aircraft Engine Build-Up Hardware. Include whether CPAR ratings for Past Performance(s) are available. This description shall address current as well as prior experiences. Additionally, provide applicable company CFM, OEM, or FAA repair certifications, ratings, authorizations, and quality control standards. •3. Outline any CFM56-7B27A/3 and CFM56-7B27AE engine repair/inspection/maintenance capabilities your company does not possess. •4. Describe what the advantages or disadvantage there are in using overhauled /rebuilt commercial parts, how extensively they are used, and your company's capability to overhaul/ rebuild OEM and PMA used parts, if any. Please provide examples of an FAA approved repair substantiation data package and used part / component maintenance history / service records. •5. Describe the extent of use of manufacturer approval parts (PMA), if any, and what benefits, if any, the Navy would achieve if use of PMA parts were authorized by the Navy. Please provide an example FAA approved PMA substantiation data package. •6. Describe your company's process for obtaining approvals from FAA for PMA or non-OE approved repairs. •7. Describe your company's processes for safeguarding segregation of Government hardware to ensure it does not intermingle with other customers. •8. Describe your company's process to ensure only approved configuration parts are used for Government repairs. •9. A description of sub-contracting / partnerships plan detailing the distribution of responsibilities, if known. •10. Describe what your company's approach would be for both a CONUS & OCONUS Engine Field Assessment, detailing the differences between an On-wing repair and an Engine Removal & Replacement Technical Assist. •11. Describe what your company's approach/process would be for engine scheduled and unscheduled Depot maintenance inductions and your company's capability to respond to surge requirements, if any. Include your company's ability to respond to variations in changes to induction/'on-dock' arrival dates. •12. Describe your company's capability to ship the CFM56-7B engine outside the continental United States (Japan, Italy, Bahrain), if any. •13. Describe your company's Over and Above (O&A) approach/process during various Repair, Performance Restoration, and Overhaul scenarios. •14. Are there any CLINs your company recommends changing the CLIN type of? In addition, does your company recommend any CILN structure changes? •15. Any other information your company deems necessary to aid the Government in refining its acquisition strategy and assessing your company's capability. SUBMISSION INFORMATION: Interested offerors shall respond to no later than 10:00 AM (Eastern) on 18 May 2015. All interested offerors must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. RESPONSES TO THIS SYNOPSIS. Electronic responses shall be submitted in Microsoft Word or Microsoft Excel format, or Portable Document Format (PDF). Submit responses to the following: Email: alexandra.laigle@navy.mil In addition, NAVAIR intends to have an Industry Day on 28 May 2015, from 9:00a.m. to 5:00p.m. EST, at RBC, Inc., 46579 Expedition Drive, Suite 200, Lexington Park, MD 20653 (do not contact RBC, Inc. directly - all correspondence must go through Alexandra Laigle). NAVAIR shall present an overview brief of the requirement followed with one-on-one side sessions. The one-on-one side sessions shall be available only upon request and will be limited to approximately 30-minute intervals per company. The purpose of the one-on-one side session shall be for each company to present their capabilities and any suggestions on how to structure the solicitation to enable greater competition. Due to the limited capacity of the Industry Day location, only three (3) attendees from each company shall be permitted to attend Industry Day and side sessions, if requested. All interested DoD contractor's must notify Alexandra Laigle, via e-mail, no later than 22 May 2015 with Company Name, address, POC name & phone number, CAGE Code, number of attendees (including names and titles) and their interest in an one-on-one side session.
