Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIHLM2015353 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-81. The North American Industrial Classification (NAICS) code 334519 with a size standard of 500 employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), National Institute of Digestive, Diabetes & Kidney Diseases (NIDDK) has a requirement to procure Brand Name or Equal to: Data Sciences International Telemetry System for a 12 mouse Ponemah version 6.0. HD-X11 implants configured for core body temperature, BP, ECG and activity; two x 12 animal telemetry systems using Ponemah 6.0 and MX2s (see attached for specifications). The NIDDK needs to upgrade two systems for rodent blood pressure/heart rate/temperature telemetry that will allow studying blood pressure and heart rate which are closely regulated with food intake and metabolic rate. The NIDDK is interested in the role of BRS3 in the control of heart rate and blood pressure in addition to energy metabolism and body temperature. The control of BP /HR seems integrally tied to the control of food intake and metabolic rate. NIDDK currently has used the NHLBI core before and anticipate ongoing use of the system in multiple mouse models. The Kidney Diseases Branch currently also studies blood pressure. We currently have a system from 2001 and uses antiquated software. There is another system purchased in 2002 (not currently functional) which could be available for parts and transfer of license. By merging the needs of two labs, NIDDK can have two compatible systems while saving significant costs. This purchase will allow for-1) Upgrade for the DSI system in one lab and a new system in the other lab. 2) One work station for off-line data analysis to be shared by two laboratories; 3) Two-day training that can be attended by both labs and 4) One post-acquisition license for the labs to share. Independently, and not as an agent of the Government, the Contractor shall perform task assignments in the following Task Areas ---where the set up shall occur. When and where and who will set up training. How long they have to install / set up / remove. Task Area 1 - Recalibrate units at vendor's location. Recalibrated units should be sent back to NIDDK via FedEx using a FedEx number provided by NIDDK no later than one month after vendor has received the current units from NIDDK. Task Area 2 - Two-day-on-site installation and training that can be attended by both labs at NIH no later than three months after vendor has received the Purchase Order from NIH. All shipping for the units to be recalibrated will be charged to NIDDK's FedEx account. The Project Officer and/ or the Project Officer Supervisor will perform inspection and acceptance of materials and services to be provided. Inspection and acceptance will be done AFTER All materials are unpacked, installed, and test run for operation. Receiving will be completed no later than 7 days following date of Delivery, and DOES NOT constitute acceptance and Delivery. Acceptance and Delivery will be complete once the signed packing slip is provided to the Vendor. Inspection and acceptance will be performed at the place of installation - National Institutes of Health, Bethesda, Maryland 20892. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1. Name of Contracting Organization 2. Contract Number (for subcontracts provide the prime contract number and the subcontract number) 3. Contract Type 4. Total Contract Value 5. Description of Requirement 6. Contracting Officer's Name and Telephone Number 7. Program Manager's Name and Telephone Number 3) FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; 5) FAR Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions. The Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size shall be included. All responses received within 15 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis on May 5, 2015. The quotation must reference "Solicitation number" NIHLM2015447. Sources having the ability to provide the services described above shall provide clear and comprehensive information supporting their experience, past performance and pricing.
