Description

1. BACKGROUND & JUSTIFICATION: The Department of Veterans Affairs (VA) employs disabled staff, including histo-technicians, within the Laboratory and Medical Services at the Edward Hines, Jr. VA Hospital, Hines, Illinois. The VA must determine if the layout and work practices currently established in the laboratories comply with the regulations of the American Disabilities Act (ADA) and Occupational Safety and Health Administration (OSHA). This project is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB's). All prospective contractors must be verified on the Center for Veterans Enterprises (CVE) website, www.vetbiz.gov, to be considered for award. This solicitation will be posted on www.fbo.gov. 2. LOCATION: The general area of the Histology Laboratory is in Building 200 rooms D118, D118A, D122, D122A, D110C and D014 on the campus of Edward Hines, Jr. VA Hospital, 5000 South 5th Ave, Hines IL 60121. 3. SCOPE & OBJECTIVE: Edward Hines, Jr. VA Hospital requires consulting services to evaluate histo-technician job functions in the Histology Laboratory at this facility and determine whether the current laboratory allows for performance of the tasks (described in attachment B while complying with ADA guidelines on facility infrastructure and furniture. The laboratory and each job task should then also be evaluated for compliance with any OSHA regulations that may be applicable. The following provides additional requirements: a. Contractor Qualifications i. Contractor must have knowledge of and subject matter expertise in the Occupational Health and Safety Administration (OSHA) regulations specifically relating to the safety of the operations and potential hazardous chemical exposure in a clinical Histology Laboratory. ii. Contractor must have knowledge of and subject matter expertise in the accessibility requirements for clinical Histology laboratories that comply with the Architectural Barriers Act of 1968 and the American Disabilities Act (ADA). The solicitation, will be posted on www.fbo.gov. The solicitation will be issued on/about 01 May 2015 and closed on or about 25 May 2015. The American Industry Classification Code (NAICS) for this procurement is 541310. 4. CONTRACT VALUE: The magnitude of the Task Order resulting from this solicitation is expected to be less than $25,000.00. All proposals shall include detailed breakdown of costs. 5. CONTRACT PERIOD: The contractor shall provide the report package electronically no later than twenty-one (21) days after the completion of the on-site hazardous work analysis.
