Description
This is a Sources Sought Synopsis whose only purpose is in support of market research. Only responses from current holders of a small business GSA IT Schedule 70 contract will be evaluated. The Department of State's Office of Acquisition Management, on behalf of Bureau of the Comptroller and Global Financial Services (CGFS) is seeking support for its System Analysis, Implementation and Support Services (SAISS) requirement. This will be a large dollar value, highly complex action with new computer platforms, significant upgrades and new and expansive requirements for development skill. The current staffing at three locations is approximately 200 employees. The majority are located in Washington, DC and Charleston, South Carolina with a small number in Bangkok, Thailand. Support is required for CGFS's Financial Management systems, Compensation systems, Travel systems, and Budget and Planning systems. CGFS is seeking potential small business sources that are capable of supporting Software Development Lifecycle Processes, Development Network Support, CMMI Process Engineering and Oversight, Testing Services, Financial Management Systems Support Services, Compensation Systems Support Services, Travel Systems Support Services, Budget and Planning Systems Support Services, and Help Desk Services necessary for these systems. Detailed requirements for each type of support service are included in the Key Required Components section of this document. Contractor experience working with CGI Federal, Inc.'s Momentum application, Oracle, Inc.'s PeopleSoft Payroll application, and CW Government Travel, Inc.'s e2 Solutions application is essential. The Contractor will also require experience working with Budget and Planning systems. Prior support for federal agencies is preferred. It is anticipated that any resulting contract/order will require a Facility Clearance at the SECRET level. Responses to this Sources Sought Synopsis (SSP) are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract or task order shall be solely within the Government's discretion. Any information submitted by respondents to this Sources Sought is voluntary. This Sources Sought is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any Government assessments. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. The Government's evaluation of the Capabilities Package received will factor into whether any forthcoming solicitation will be conducted as a full and open unrestricted competition, a set-aside for small businesses, or any particular small business designation (e.g., HUBZone, SDVOSB, WOSB, VOSB, SDB, etc.). Should your firm be interested in this requirement, please only electronically submit your company's Capabilities Package data in no more than 15 pages of 8.5" X 11", using at least 10 point font with 1 inch margins, and pages numbered consecutively. Capabilities Package: All interested small business firms shall submit a Capabilities Package that explicitly demonstrates company capabilities, indicating examples of the Key Required Components for Software Development Lifecycle Processes, Development Network Support, CMMI Process Engineering and Oversight, Testing Services, Financial Management Systems Support Services, Compensation Systems Support Services, Travel Systems Support Services, Budget and Planning Systems Support Services, and Help Desk Services. There are also elements for experience with the Financial Management, Compensation, and Travel systems in use by CGFS, and Key Personnel. Key Required Components: 1. Software Development Lifecycle Processes - Experience with CCR submission, application release planning, configuration management tools and process execution, design development and review, product implementation, technical and functional documentation, technical and functional operational support, user training material development and execution, user security configuration and maintenance, project management support, project status reporting and engagement-wide status reporting. 2. Development Network Support - Experience with maintaining and supporting a development network infrastructure. This includes workstation configuration and installation, physical and virtual server configuration and installation, database management, storage filer management, software installation and maintenance, software license management, and network (switches, routers, hubs, wiring, etc.) installation, monitoring and maintenance. Also, experience with providing procurement administrative support required to support this infrastructure. 3. CMMI Process Engineering and Oversight - Experience with the development, maintenance, training and monitoring the use of CMMI for Development Level II and Level III-compliant process documentation for Project Management, Engineering, Support and Process Management. Also, experience with CMMI Level II and Level III Assessments of an organization. 4. Testing Services - Experience with multiple types of software testing (CCR testing, performance testing, interface testing, regression testing, business process testing, user acceptance testing, production simulation testing, and end-to-end testing). Also, experience with conducting testing in an Independent Verification and Validation (IV&V) role. Within your testing experience, also include experience with change request review and level of effort determination, test scope documentation, test script documentation, manual and automated test execution, manual and automated test results collection/documentation/presentation, and test status reporting. 5. Financial Management Systems Support Services - Experience with Financial Management systems support, including areas of accounting, financial reporting and analysis services. Accounting areas include invoicing and accounts payable, property accounting, working capital fund accounting, financial reporting, payroll, accounts receivable and internal controls. Also, experience with budget analysis (such as foreign currency fluctuations and reimbursements), unliquidated obligations analysis, Issue analysis and support (issue identification, troubleshooting, definition, resolution and reporting), Requirements Definition and Requirements Management (requirements solicitation, documentation, distribution, traceability and impact analysis), report preparation and reconciliation analysis, performance measurement, systems integration, system/enhancement identification and evaluation, regulatory research, and financial audit support and analysis using Financial Management systems. 6. Compensation Systems Support Services - Experience with Compensation systems support, including areas of payroll, retirement and time and attendance. Also, experience with business process reengineering and analysis support, Issue analysis and support (issue identification, troubleshooting, definition, resolution and reporting), Requirements Definition and Requirements Management (requirements solicitation, documentation, distribution, traceability and impact analysis), report preparation and reconciliation analysis, performance measurement, systems integration, system/enhancement identification and evaluation, regulatory research and provision of research based recommendations using Compensation systems. 7. Travel Systems Support Services - Experience with Travel systems support. Experience with system configuration, preparation of travel authorizations and vouchers, on-line travel bookings, Issue analysis and support (issue identification, troubleshooting, definition, resolution and reporting), Requirements Definition and Requirements Management (requirements solicitation, documentation, distribution, traceability and impact analysis), report preparation and reconciliation analysis, performance measurement, systems integration, system/enhancement identification and evaluation, regulatory research, and financial audit support and analysis using Travel systems. 8. Budget and Planning Systems Support Services - Experience with Budget and Planning systems support. Experience with budget formulation and preparation, narrative reviews of budgets and spending, cost projections, status of funds analysis, Issue analysis and support (issue identification, troubleshooting, definition, resolution and reporting), Requirements Definition and Requirements Management (requirements solicitation, documentation, distribution, traceability and impact analysis), report preparation and reconciliation analysis, performance measurement, systems integration, system/enhancement identification and evaluation, regulatory research, and financial audit support and analysis using Budget and Planning systems. 9. Momentum Experience - Experience with CGI Federal, Inc.'s Momentum application, including Momentum Acquisitions. 10. PeopleSoft Experience - Experience with Oracle, Inc.'s PeopleSoft Payroll application. 11. e2 Solutions Experience - Experience with CW Government Travel, Inc.'s e2 Solutions application, including travel authorization, travel voucher and on-line booking capabilities. 12. Help Desk Services - Experience with Help Desk Tier 1, 2 and 3 support for multiple applications. This includes answering calls and emails, recording help desk tickets, conducting analysis, identifying and testing resolutions, and contacting requester to provide resolution. Also, experience with help desk business process improvement and the statistical analysis of tickets. 13. Key Personnel - Experience with staffing single large projects (e.g., greater than 100 persons) located in multiple locations domestically and overseas. Experience with managing projects with like depth and breadth of functions as this project, including the ability to provide sufficient Key Personnel. Also, ability to recruit, retain and supervise staff in multiple locations, and to maintain low turnover ratios of staff and Key Personnel for large projects lasting more than two years. The Capabilities Package should include at a minimum: i.Contractor Name ii.Address iii.Point of Contact with phone number(s) and email address iv.DUNS number v. NAICS codes vi.Anticipated subcontractors and teaming arrangements, if any.
