Description

100% SMALL BUSINESS SET ASIDE The National Cemetery Administration is soliciting offers under Solicitation No. VA786-15-R-0193 to provide blank marble columbarium niche covers and blank marble memorial wall markers on a ONE TIME BASIS to Arizona State Veterans Cemeteries @ Camp Navajo and Marana to be used on a new columbaria and memorial marker walls. Marble must conform to the definition of marble as defined by ASTM- C119. Marble provided under this contract shall be standard grade, fine to medium grained material as classified by the National Building Marble Quarries Association. It shall be free of cracks, seams, or starts which may impair its integrity or readability of the inscription. The color of the marble shall be White (The overall whiteness of the marble exclusive of allowable coloration shall be (N9 or higher) judged against the (Munsell Neutral Value Scale, Matte 31 - step scale). Variations in coloration shall blend gradually with the white background. The finish of the stone : The face and sides of each niche cover and memorial wall marker shall be uniformly machine honed with an 80 grit finishing stone to produce a smooth satin surface, free of scratches, saw marks, rust spots and skips. The back of the niche covers and memorial wall marker must have a smooth sawn finish or better. All edges along the front, back and corners shall be uniformly rounded with a smooth 1/16 inch to 1/8 inch eased-edge aris (or chamfer). The minimum 1/16" rounding along backside edges is preferred. The four holes in the niche covers are to be core drilled in each cover as shown on drawing. The holes must be perpendicular to the face of the cover. Testing results are not required for the quarries located in the state(s) listed below: Colorado Vermont Alabama Electronic solicitations will be available for download from Federal Business Opportunities http://www.FedBizOpps.gov on or around April 24, 2015. Responses to the solicitation are due by 2:00 p.m. on or about May11, 2015. Offerors are advised that they are responsible for obtaining amendments to the solicitation which will be available at FedBizOpps. Evaluation criteria for this award will be in Lowest Price Technically Acceptable (LPTA). All proposals must be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on 'Request a user account' to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the proposal closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of proposals through email will not be accepted. Proposal transmission/uploads must be completed by the date/time specified. Late or incomplete Proposals will not be considered.
