Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR TRAINING COURSE SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The U.S. Dept. of Commerce, NOAA, National Ocean Service, 101 Pivers Island Road, Beaufort, NC 28516-9722, intends to issue a Request for Quotation (RFQ) for a training course "Internal Control" for management and staff. Delivery of requested service to be 1305 East-West Highway, Room 1W1611, Silver Spring, Maryland (1st Floor Conference Room). The training shall be provided in accordance with the following Statement of Work. The period of performance is May 19, 2015 through June 4, 2015. Statement of Work Internal Controls Training I. PURPOSE/OBJECTIVE The purpose of this Statement of Work is to hold an Internal Control training course for management and staff that have responsibilities for assessing internal controls and performing internal control activities. The course shall encompass lesson plans, training aids, and handout materials. By the end of the course, all federal employees should fully understand the importance of internal controls and the regulations and standards that governs the federal government internal controls. Federal agencies have a mandatory requirement to apply and assess the effectiveness of internal controls over its programs and financial posture. The Internal Controls training is for employees to gain an understanding of why good controls are necessary to carry out the agency's mission and to minimize the risk of fraud, waste and abuse. The training should address the mandatory requirements for internal controls such as the Federal Managers' Financial Integrity Act (FMFIA or Integrity Act), the Government Accountability Office (GAO) Standards for Internal Controls in the Federal Government, the Office of Management and Budget (OMB) Circular A-123, Management's Responsibility for Internal Control and its appendices, and the National Oceanic and Atmospheric Administration's policy requirements for internal controls/testing found in NOAA Financial Handbook Chapter 6. Manager's Responsibility for Internal Controls. II. TOPICS FOR TRAINING The following requirements should be part of the training. These topics are used to ensure the FMFIA, GAO Standards and OMB A-123 is followed when establishing and assessing an internal control system. • Understanding Internal Controls o Importance of internal controls o Fundamentals of internal controls o Role of internal controls to management • GAO's Internal Control Standards o The Five Components of Internal Controls  Control Environment  Risk Assessment  Control Activities  Information and Communication  Monitoring o Use and application of the Standards to achieve the agency's mission and objectives • Legal Requirements and Reporting on Internal Controls o FMFIA and OMB requirements and annual reporting o Supporting documents to substantiate assessment of internal controls • Risk Assessment o Relationship between risk and internal controls o Types of risks o Risk management The contractor shall make available copies of the Integrity Act, GAO Standards for Internal Controls in the Federal Government and OMB A-123 and all its appendices for each student. III. TRAINING LOGISTICS The contractor will provide six, one-day training sessions for up to 20 students each day. Training will be held at the National Oceanic & Atmospheric Administration (NOAA) Headquarters located in Silver Spring, MD. Exact Address of the Training: 1305 East-West Highway, Rm 1W1611, Silver Spring, MD, (1st floor Conference Room). At a minimum of one day, the classroom location will changed to accommodate staff learning from a remote site via video teleconference, WebEx, or Webinar. Class time will extend from 8:30 AM - 4:00 PM EST. IV. PERIOD OF PERFORMANCE Classes are notionally scheduled during the week of May 18th and June 1st. Specific class days, which are subject to change, are: Tuesday, May 19th Wednesday, May 20th Thursday, May 21st Monday, June 2, 2015 If bad weather, classes will be rescheduled. New dates will be provided by the COR. V. TRAVEL REQUIREMENTS The contractor and its staff will make their own travel arrangements and also pay for their own travel costs in accordance with the Federal Travel Regulations. No invitational travel orders will be issued to the contractor or their staff. VI. PAYMENT Final invoice will be submitted to the Contracting Officer's Representative (COR). DELIVERABLES 1. Notional curriculum delivered at kick-off meeting that is held within 5 days of award. 2. Finalized course curriculum that is due within 7 days after award. 3. Course training material should be delivered on the day of each class. 4. Course training material for remote site participants should be delivered to the COR 7 days before the first day of training for appropriate dissemination. 5. Final training summary that identifies the attendees and training certificates with Continuous Learning Points (CLPs) should be delivered within 30 days of last training date. VIII. OTHER Contractor will be provided Government-Furnished Equipment (GFE)/Government-Furnished Materials (GFM) to facilitate the training session: LCD Projector and screen Head Table White Board, Podium and chair for the instructor Flip charts, Easel, and Markers NOAA shall furnish the space in which the training will be conducted, and the necessary audio/visual equipment. Instructor must provide their own computer with needed software to facilitate the training. If applicable all printing will be done by the COR. Contractor will not be reimbursed for printing expenses. Contractor shall provide the COR with a master copy of any materials that may need to be printed. IX. IT SECURITY REQUIREMENT The contractor will only supply software, product license and will not require the use of any contractor owned equipment. The contractor will not have remote access to any government owned equipment. The contractor must provide all supporting documentation or a reference to obtain the necessary material which describes the security capabilities, the design and development processes and the testing and evaluation procedures used by the product or services being provided for this acquisition. The contractor must provide all supporting documentation or a reference to obtain the necessary material which describes all product or service updates and enhancements as they are implemented. The product or service supporting documentation could be the user and system administrator guides, which is documents the functional properties of the security controls employed to permit the analysis and testing of the security controls. The contractor must provide sufficient document demonstrating the software being provided complies with Office of Management and Budget Memorandum M-07-18 entitled Ensuring New Acquisitions Include Common Security Configurations. For Windows applications, the provider of information technology shall certify applications are fully functional and operate correctly as intended on systems using the Federal Desktop Core Configuration (FDCC), United States Government Configuration Baseline (USGCB) initiative or other NIST identified (http://checklists.nist.gov) secure configuration. The standard installation, operation, maintenance, updates and/or patching of software shall not alter the configuration settings from the approved FDCC/ USGCB/other secure configuration. The information technology should also use the Windows Installer Service for installation to the default "program files" directory and should be able to silently install and uninstall. Applications designed for normal end users shall run in the standard user context without elevated system administration privileges. The contractor must provide sufficient documentation which demonstrates the acquiring information technology has implemented common security configurations. Common security configurations are available from the National Institute of Standards and Technology's website at http://checklists.nist.gov. The contractor includes the necessary product support and supporting documentation for the hardware and/or software that allows the sanitization (following NIST Special Publications 800-88 Guidelines for Media Sanitization) of the hardware and/or software upon the disposal of the product. The contractor must ensure that the product being purchased complies with the Homeland Security Presidential Directive 12 (HSPD-12) requirements from FAR 4.1302 stating: (a) In order to comply with FIPS PUB 201, agencies must purchase only approved personal identity verification products and services. (b) Agencies may acquire the approved products and services from the GSA, Federal Supply Schedule 70, Special Item Number (SIN) 132-62, HSPD-12 Product and Service Components, in accordance with ordering procedures outlined in FAR Subpart 8.4. The contractor must ensure that the product being purchased complies with Internet Protocol Version 6 (IPv6) requirements from FAR part 11.002 (g) stating: when acquiring information technology using Internet Protocol, the requirements documents must include reference to the appropriate technical capabilities defined in the USGv6 Profile (NIST Special Publication 500-267 - http://www.nist.gov/itl/antd/usgv6.cfm) and the corresponding declarations of conformance defined in the USGv6 Test Program (http://www-.antd.nist.gov/usgv6/index.html). The applicability of IPv6 to agency networks, infrastructure, and applications specific to individual acquisitions will be in accordance with the agency's Enterprise Architecture (see OMB Memorandum M-05-22 dated August 2, 2005). The contractor will not have or be furnished government privileged information. This acquisition has been issued as an RFQ (EE133C-15-RQ-0416 for reference only no hard copy will be issued or supplied). A contract will be awarded as a firm fixed price order under simplified acquisition procedures. Award will be made to the responsible quoter who submits the most advantageous quote to the Government. All future information concerning this acquisition will be distributed solely through this website. This requirement will be solicited as a Small Business Set-Aside. Responsible sources may submit a quote which shall be considered by the agency. To be eligible for award, offerors must be registered in System for Award Management (SAM) database.
