Description
Update: Attached is the responses to the questions for the Draft RFP for National Simulation Center (NSC). This FBO posting is a DRAFT Request for Proposal (RFP) for National Simulation Center (NSC) Initial Outfitting & Transition OVERVIEW The VHA-SimLEARN-NSC is being designed as a high-technology, immersive environment, simulation-based training facility for instructional activities and to serve as the operational hub for the VHA National Simulation Network (NSN) coordinating national VHA clinical simulation activities to meet the local simulation-based training needs of VA Medical Centers across the country. Construction of the one story 52,000 square feet high-technology advance training center began in September 2014 with an estimated completion approximately 15 months later. The facility will provide an immersive training environment by replicating actual patient treatment areas including an outpatient clinic setting, as well as an inpatient/hospital setting with an intensive care unit, operating room and more. SimLEARN has identified the furniture, equipment, accessories and clinical training equipment that will be required for outfitting all spaces of the VHA-SimLEARN-NSC. The goal of the contract is to identify a single Contractor capable of performing Medical Integration, Outfitting and Transitioning (IO&T). Integration and outfitting will include: comprehensive project management; planning and purchasing of medical and non-medical equipment, furnishings, and accessories; transition and relocation planning; receipt, assembly, installation, and technical inspection; coordinate Original Equipment Manufacturer (OEM) training for equipment/systems; and final acceptance by the Government. The Contractor will be responsible for purchasing, unpacking and installation at the VHA-SimLEARN-NSC. Purchase, delivery, and installation of equipment will be integrated with construction requirements and activation timelines. NOTICE OF INTENT This effort will be solicited as a 100% small business-set-aside under NAICS Code 541614. The resultant NSC contract will be a 1 year standalone C-Type contract. Per this decision, any firm desiring to participate as a prime contractor in this solicitation must be recognized as a Small Business Concern under NAICS Code 541614, in accordance with FAR 19.301. For those interested Small Businesses, please familiarize yourself, if you have not already, with the Limitations on Subcontracting requirements under FAR 52.219-14. The Government Furnished Information outlined in Section J of the draft solicitation can be obtained at the following link: https://safe.amrdec.army.mil. QUESTIONS All questions, comments and concerns regarding the NSC DRAFT RFP are to be addressed to the primary POC, Leslie Dobson, with the Alternate POC, Maria Cotto CC'd. Questions, comments and concerns are to be submitted no later than 3PM, March 25, 2015 on Attachment 4, NSC Question_Coment Form. The Government will post a FBO follow response for all questions, comments and concerns submitted before this deadline. Any questions submitted thereafter may not be addressed by the Government. Please consolidate multiple questions, comments and concerns to one Microsoft word file with the RFP # included in the document title. MILESTONES The Government anticipates posting the FINAL RFP on April 20, 2015 for 30 days.
