Description
The U.S. Army Contracting Command - Aberdeen Proving Ground, Belvoir, on behalf of Product Manager, Ground Sensors, intends to release Request for Proposal for W909MY-15-R-D002, Third Generation (Improved Forward-looking Infrared) (3rd GEN (IFLIR)) Dewar Cooler Bench (DCB) on or about May 6, 2015. The Army looks to establish the next generation of thermal imaging capability for ground-based platforms. The purpose of this requirement is to improve the Army's existing FLIR sensor technology and provide enhanced capabilities for reconnaissance, surveillance and target acquisition. The 3rd GEN (IFLIR) seeks to maximize compatibility and commonality of components to deploy advanced thermal imaging capabilities to the Army and vastly reduce lifecycle costs. The 3rd GEN (IFLIR) objective is to develop, integrate, test and demonstrate dual-band Mid Wave Infrared (MWIR)/Long Wave Infrared (LWIR) imaging sub-assemblies and electronic modules to replace the Army's existing Horizontal Technology Integration (HTI) Second Generation Forward Looking Infrared (HTI 2GF) B-Kit sub-assemblies and electronic modules. The RFP will be issued on a full and open competitive basis. The anticipated proposal due date is estimated at 45 days after release of the solicitation. The Government intends to award multiple award Cost-Plus-Incentive-Fee (CPIF) contract with up to two (2) awards. The period of performance for each contract will be 66 months with an option, comprised of a 42 month base period and 24 month option period. This notice is NOT A REQUEST FOR PROPOSALS. The official release of the Request for Proposal (RFP) will be posted on the internet at the Army Single Face to Industry (ASFI) web site. The online version of the RFP includes all documents of the solicitation package. No hard copy of this RFP will be issued. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. It is additionally the potential offeror's responsibility to monitor the Army Single Face to Industry website on a regular basis to obtain the solicitation documents and to obtain any updates to the solicitation.
