Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. ALL QUESTIONS SHALL BE SUBMITTED VIA THE BIDDER INQUIRY PORTAL IN PROJNET AS DESCRIBED IN THE SUBMISSION REQUIREMENTS BELOW. 1. CONTRACT INFORMATION: Architect-Engineering (A-E) services are required for an Indefinite Delivery Contract for Surveying & Mapping Services to support the Albuquerque District, the South Pacific Division, and the U.S. Army Corps of Engineers. The work will be for surveying and photogrammetric mapping services for the Albuquerque District, which may include Southern Colorado, Arizona, New Mexico, Nevada, California, and Southwest Texas. SPA has the intent to solicit and award a target of three (3) Indefinite Delivery Contracts (IDCs) from this solicitation for a base period of three (3) years with one two (2) year option period to a possible combination of Small Businesses, 8(a) Small Businesses, and offerors on an unrestricted basis for Survey and Mapping Services to support the Albuquerque District and South Pacific Division. At least one IDC will be set aside for Small Business. The unrestricted basis is open to all interested parties regardless of business size. The small business size standard is a maximum of $15 million in average annual receipts for the preceding 3 fiscal years. No firm will receive more than one award. Firms must be evaluated as Most Highly Qualified in order to be selected for a contract. All firms responding to this solicitation MUST identify the category(s) for which they wish to be considered. Firms should state the word UNRESTRICTED or SMALL BUSINESS after the solicitation number in PART I, A. Block 3 of form SF 330. A separate response (SF 330) MUST be submitted for each category in which the firm wants consideration. Selection of A-E firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary for the performance of the required services. Contracts will be procured in accordance with Public Law (PL) 92-582 (Brooks Architect-Engineer Act) and Federal Acquisition Regulation (FAR) Part 36. Firm fixed price contracts will be negotiated. Work will be negotiated and initiated by issuance of delivery orders, which will not exceed $9,000,000.00 over the life of the contract. The successful firms are guaranteed no less than $32,000 for the base period. The anticipated award date is 30 June 2015. The wages and benefits of service employees (see FAR 22.10) performing under this contract must be at least equal to those determined by the Department of Labor under the Service Contract Act. In accordance with Public Law 95-707, large business firms are reminded that a subcontracting plan will be required which provides for subcontracting work to small and small disadvantaged firms to the maximum extent practicable. If any of the work is to be subcontracted, the Albuquerque District goal is for 40.0% of the subcontracted dollars to go to small business with 3.0% of those dollars going to small disadvantaged business, 7.0% of those dollars to woman owned business, 1.0% of those dollars to HUB-zone small businesses, 2.0% of those dollars to veteran owned small businesses, and 3.0% of those dollars to service disabled veteran owned small business. The subcontracting plan is not required with this submittal. A detailed subcontracting plan must be submitted during contract negotiation. The North American Industry Classification System (NAICS) code for this action is 541370. with a small business size standard of $15 Million. 2. PROJECT INFORMATION: Professional services will involve all services associated with surveying and mapping required to support the U.S. Army Corps of Engineers Civil Works, inter-agency support and military projects which include, but are not limited to, planning, design, and construction. These services may include photogrammetric mapping requiring acquisition of film and digital aerial photography, aerotriangulation, stereo mapping compilation, orthophotography, land use and land cover interpretation, creation of horizontal and vertical control networks, ground control for support of photogrammetric and LiDAR mapping, topographic mapping using LiDAR or conventional photogrammetric methods, total stations, optical, electro-optical or global positioning system (GPS), detailed planimetric surveys, profile and cross section surveys, structural deformation surveys (, bathymetric surveys, cadastral and American Land Title Association (ALTA) surveys, site and utility surveys to include both utility location via hydro/vacuum excavation and sewer closed circuit television (CCTV) inspection, and ground penetrating radar (GPR). Geographic information system (GIS) services may include the creation, implementation, transformation, manipulation of spatial data supporting the management of ESRI Geo-databases. Both English and Metric systems of measurement may be utilized. 3. SELECTION CRITERIA - LARGE BUSINESS: The selection criteria for large business are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a-e are primary. Criteria f-h are secondary and will be used as 'tie-breakers' among technically qualified firms. Recent experience is defined as experience within the last 7 years from the issuance of this synopsis. (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: Firms must demonstrate experience in: aerial photo control, geodetic control, topographic, cadastral, instrumentation (monitoring of data points for movement), bathymetric, site and utility surveys; GIS feature data collection; aerial imagery utilizing analog and digital aerial cameras; collection and processing of airborne GPS and inertial measurement unit (IMU) data; soft copy aerotriangulation and feature compilation; orthophoto generation; digital elevation model (DEM) and digital terrain model (DTM) data collection and manipulation including contour development; and collection and processing of airborne and ground-based LiDAR data into terrain products. Firms must be able to provide survey and mapping data on CDROM/DVD and USB hard drives directly readable to Bentley Systems MicroStation computer aided drafting (CAD) software and InRoads civil engineering design software, Autodesk AutoCAD software, and ESRI products. Firms must be familiar with latest versions of the US Army Corps of Engineers Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), the AEC CADD Standards and Safe Software's Feature Manipulation Engine (FME) Firms must be able to provide Federal Geographic Data Committee (FGDC) compliant metadata. Firms must also have an established quality control program. (b) PROFESSIONAL QUALIFICATIONS. The firm must have a certified or registered Photogrammetrist in-house that has experience in managing large and small scale mapping projects. The firm must also be able to provide Professional Land Surveyor(s) registered in New Mexico, Arizona, Colorado, Nevada, and Texas. In addition, the firm must be able to provide surveying and/or mapping personnel with expertise for the following: ground control, topographic, cadastral, instrumentation (monitoring of data points for movement), bathymetric, site and utility surveys; aerial imagery, GPS & LiDAR data collection and processing; orthophoto generation; DEM and DTM development; analytical aerotriangulation; compilation; CAD; GIS; and metadata documentation. (c) PAST PERFORMANCE: Past performance within five years of issuance of this synopsis on contracts with governmental agencies and private industry in terms of quality of work, cost control, and compliance with performance schedules will be considered. (d) CAPACITY: The firm must demonstrate the personnel and equipment capacity necessary to accomplish two concurrent delivery orders. (e) KNOWLEDGE OF THE LOCALITY: Firms' demonstration of relevant experience in the states of New Mexico, Arizona, Colorado, Nevada, and Texas will be a consideration. (f) GEOGRAPHIC PROXIMITY: Location of the firm and subcontractors offices with respect to Albuquerque, New Mexico will be a consideration. (g) VOLUME OF DOD CONTRACT AWARDS: The volume of DOD contract awards in the last 12 months will be considered with the objective of effecting an equitable distribution of DoD architect-engineer contracts among qualified architect-engineer firms including small and small disadvantaged firms, and firms that have not had prior DOD contracts. (h) SMALL BUSINESS (SB) AND SMALL DISADVANTAGED BUSINESS (SBD) PARTICIPATION: The extent of participation of SB, SDB, Historically Black Colleges and Universities, and Minority Institutions in the proposed contract team, measured as a percentage of the total anticipated effort will be a consideration. In-house capabilities will be weighted heavier than subcontracted work in the evaluation process. Joint venture firms will be considered as having capabilities in-house. 4. (e) KNOWLEDGE OF THE LOCALITY: Firms' demonstration of relevant experience in the States of New Mexico, Colorado, and Texas will be a consideration. (f) GEOGRAPHIC PROXIMITY: Location of the firm and subcontractors offices with respect to Albuquerque, New Mexico will be a consideration. GENERAL INFORMATION: This solicitation requires all interested firms to have an email address. Notifications will be via e-mail; therefore, the email address must be shown on the SF 330, Part 1, Section B8. Interested firms having the capabilities to perform this work must submit one (1) original two (2) hard copy AND one electronic copy of SF 330 quote mark Architect Engineer Qualifications quote mark for the prime firm and all consultants. Should there be discrepancies between the paper and the electronic submission, the paper copy shall govern. Only data furnished by the responding firm on the SF 330 will be considered in the selection process. Responding firms are requested to clearly identify tasks to be performed in-house and tasks to be subcontracted. In addition, firms shall submit Part II of the SF330 for each branch office and subcontractor office that will have a key role in the proposed contract. The SF 330 should specifically address the requirements of this announcement. Responding firms are requested to summarize their Quality Management Plan and identify all relevant computer capabilities in Block H of the SF 330. Firms shall include only 10 PROJECTS TOTAL in Block F of the SF 330. FIRMS SHALL LIMIT BLOCK H OF THE SF 330 TO NO MORE THAN 10 PAGES. The selected firm, its subsidiaries or affiliates that design or prepare specifications for a construction contract cannot provide the construction services for the same contract. This includes concept design, which includes preparation of project programming documents (DD1391), facility siting studies, environmental assessments, or other activities that result in identification of project scope and cost. The prime firm and subconsultants for this contract will be required to perform throughout the contract term. Joint Ventures (JV), Limited Liability Companies (LLC), and Limited Partnerships (LTD) shall submit the following additional documentation regarding their business entities: a. A copy of the JV, LLC or LTD agreement. b. A detailed statement outlining the following in terms of percentages where appropriate: (1) The relationship of the team/partners/parties in terms of business ownership, capital contribution, profit distribution or loss sharing. (2) The management approach in terms of who will conduct, direct, supervise, and control. (3) The structure and decision-making responsibilities of the partners/parties in terms of who will control the manner and method of performance of work. (4) Identify (by name and title) the personnel having the authority to legally bind the partners/parties (including authority to execute the contract documents). c. A list of partners/parties, to include company name, DUNS and CAGE numbers, address, point of contact, Email address, phone number and facsimile number. OFFERORS MUST BE REGISTERED with the System for Award Management (SAM), formerly the Central Contractor Registration (CCR), in order to receive a Government Contract award.
