- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Children's National Medical Center, 111 Michigan Avenue, NW, Room 1950, Washington, DC 20010 to provide clinical genetics fellowship training. Period of Performance: May 2015 through September 2015 Option Year 1: October 2016 through September 2016 The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), Division of Intramural Research (DIR) was established to serve as a hub where development of technology for the rapid isolation and analysis of disease genes will be carried out. The DIR's basic research laboratories and clinical branches develop and use the most advanced techniques to conduct research in medical genetics. Research includes identifying and understanding the molecular basis of human genetic disease and planning and carrying out clinical trials to test methods for the treatment. The mission of the DIR includes the training of physicians and doctoral degree fellows in medical genetics through the Medical Genetics and Genomic Medicine Residency and Fellowship Training Programs. This Training Program is administered by the Office of the Clinical Director (OCD) and is accredited by the American Board of Medical Genetics (AMBG). There are no grants or in-house ongoing efforts planned that are directly related to this project. Background : Requirements for board certification of competency of NHGRI/DIR trainees include broad exposure to and experience with pediatric and adult genetic disorders, including metabolic and mitochondrial disorders, complex traits, skeletal dysplasias, clefting, phacomatoses, and chromosomal disorders. The training must include information on the diagnosis and management of these disorders, including the opportunity to rotate in CLIA approved diagnostic genetic laboratories run by American Board of Medical Genetics (ABMG) certified staff. Another component must be the follow up of abnormal newborn screening results. To meet these requirements the Medical Genetics Branch and OCD seek nearby institutions to provide these components of training for board certification in Clinical Genetics, Clinical Biochemical Genetics, Medical Biochemical Genetics, Clinical Molecular Genetics and Clinical Cytogenetics. The staff, which must include both ABMG board certified geneticist(s) and a genetic counselor, will be required to train fellows in the approach, diagnosis and management of various genetic disorders. In addition, trainees need to have training in applicable laboratory techniques and the clinical interpretation and implications of the test results. The staff must also participate in the comprehensive teaching of fellows; including participation in lecture series, journal clubs, and case conferences. A genetic counselor will assist in the training of fellows in the interpretation and genetic implication of tests they are learning to perform in these diagnostic laboratories. Children's National Medical Center (CNMC) has previously provided this service; therefore, this contract is a follow-on to continue the established relationship with CNMC in clinical genetcis training of NHGRI Fellows. Purpose: This project is necessary for NHGRI/DIR because it will help provide the DIR with access to CLIA/CAO and American Board of Medical Genetics approved settings to train fellows in the clinical diagnosis and management of pediatric genetic disorders and in laboratory techniques of molecular and biochemical genetics and the genetic implications of test results from these diagnostic laboratories. The purpose of this contract is to maintain formal training program sites for the instruction of medical and doctoral fellows as part of the requirements for board certification in Clinical Genetics, Medical Biochemical Genetics, Clinical Biochemical Genetics, Clinical Molecular Genetics and Clinical Cytogenetics. The goals of the program are to : 1. CNMC shall provide a training facility that will conduct two-month training experiences in clinical genetics for each of our M.D. trainees seeking certification in Clinical Genetics and/or Medical Biochemical Genetics and one-month training for our Ph.D. Medical Genetics trainees seeking certification in Clinical Biochemical Genetics, Clinical Molecular Genetics, and Clinical Cytogenetics. 2. CNMC shall provide a genetic counselor to assist in the training of the fellows in the genetic counseling implications of the diagnoses that have been made. 3. To participate in the comprehensive training of all trainees in genetics as part of the Medical Genetics and Genomic Medicine Residency and Fellowship Training Programs. Requirements: A. Specific tasks to be performed are: 1. Each year the training program will enroll up to four (4) medical genetics fellow, (2) clinical biochemical genetics fellow, (4) clinical molecular genetics, (1) clinical cytogenetic fellow, and (2) medical biochemical fellows. Each of the fellows will spend one (1) month in the biochemical and molecular genetics laboratory. The clinical fellows will spend two (2) months on the clinical service. 2. Track the progress of each fellow to insure that they will have had necessary experiences for AMGB certification. Capability of Contractor Evaluation: • The Contractor shall describe procedures needed to successfully train the fellows in required laboratory techniques and the genetic implications of the biochemical genetic tests. B. Facilities: The Contractor shall arrange to have suitable facilities, which include dedicated space for performance of administrative duties associated with tracking the progress of the medical fellows through the training. C. Quality Control: The Contractor shall establish and adhere to time lines for: 1. Providing all the required experiences for board certification with each month period. 2. Evaluating each fellow to insure they have a full understanding of all the techniques taught during training experiences. 3. Having sufficient samples so that the fellows can have first-hand involvement in 150 cases of sufficient variety to qualify for ABMG Board eligibility. 4. Personnel qualifications are to be provided by the Contractor to the Project Officer for review and approval prior to the award of the contract. D. Required Reports/Deliverables: The Contractor shall prepare and deliver quarterly progress reports in the quantities specified to the recipients designated: Quantity to Quantity Item Due Date P.O.C.O. 2 Progress Quarterly 1 each Reports Description of Reports: Quarterly Progress Report - A Quarterly Progress Report shall be submitted to the Project Officer within 30 calendar days after each three (3) month reporting period. This report shall include the following information: 1. Number of fellows instructed: 2. Number of fellows recommended to repeat all or parts of the training sessions and why. 3. A narrative explaining any problems that happened during the quarter, when they occurred and how they were resolved. E. Government Property: o The Government will furnish property as part of this contract if needed by competing institutions. Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. Additional Information: Industry Classification (NAICS) Code is 611710, Educational Support Services, small business size standard is $15.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-81 (April 10, 2015). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
