Att 1 - RFP Classified Material Request Form Att 3 (Att 4d) - Draft EASR DD 254 Att 2 - Draft Classified Attachment Instructions Att 4a & 4b - Draft EASR Section B & C Att 4c - Draft EASR Statement of Work Att 6 - Draft RFP Classified Material Request Att 5 - Draft RFP Question_Comments_Template Att 4e - Shipping The Naval Sea Systems Command (NAVSEA) intends to post a solicitation for one Engineering and Manufacturing Development (EMD) Contract, Data Items, and Provisioned Item Orders, as well as options for Data Rights, Engineering Services, Variant 1 and 2 Production Non-Recurring Engineering Effort for EASR Variant 1 and 2, Transition to Production, First Article Testing, and Physical Configuration Audit, Field Engineering Services, Production Engineering Services, Travel, and Variant 1 and 2 Long Lead Material for the EASR. NAVSEA intends to award one Cost Plus Incentive Fee base contract with Fixed Price Incentive Firm Target Options for Variant 1 and 2 Production, Non-Recurring Engineering Effort for Variant 1 and 2 EASR Transition to Production, First Article Testing, and Physical Configuration Audit, Firm Fixed Price Options for Data Rights, Cost Only Options for Variant 1 and 2 Long Lead Material, Options for Cost-Plus-Fixed-Fee Engineering Services, Field Engineering Services, and Production Engineering Services with Cost Only Travel Support via full and open competition. The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://www.fbo.gov. Hard copies of the solicitation will not be provided or mailed. Interested Offerors should monitor the Federal Business Opportunities (FBO) page for the release of the solicitation. Since this solicitation, and any applicable amendments, will be issued electronically, the Government is under no obligation to maintain a bidder's mailing list. EASR is envisioned as a new radar designed to be scalable and adaptable to accommodate current and future mission requirements for multiple platforms. EASR will consist of two (2) configuration variants, Variant 1 a rotating array and Variant 2 a fixed-face phased array. EASR will be the primary air surveillance radar supporting ship self-defense, situational awareness and Air Traffic Control (ATC) for Ford class Carriers (CVN 79+). For other ship classes, EASR will be the primary radar for self-defense and situational awareness and the backup radar for ATC. This solicitation will address the EASR EMD phase and Production. IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by time of award. Offerors must be able to receive classified portions of the solicitation up to the SECRET level. Offerors must be a United States (US) company or an independent US subsidiary, although foreign contractors may act as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be classified attachments at the SECRET Only level to the solicitation. These classified documents will be supplied on a CD/DVD which will be mailed separately. Only one copy of the classified CD/DVD will be distributed per pre-solicitation notice respondent. To obtain these classified attachments, interested Offerors must completely fill out the "RFP Classified Material Request Form" which is Attachment 1d to this pre-solicitation notice. This information should be submitted to dennis.j.cole@navy.mil with a copy to john.butto@navy.mil and sheila.utz1@navy.mil. If approved, the Government will be able to mail a classified CD/DVD to the respondent if a solicitation is issued. Please see Attachment 2 - Classified Requirements Instructions for Conditions and Instructions regarding access to classified attachments and Attachment 3 - Draft- Contract Security Classification Specification DD 254. Draft portions of the solicitation (See Attachment 4) are attached to this pre-solicitation notice for industry questions and comments. The government will be accepting comments through 17 April 2015. Additionally, instructions for requesting Distribution Statement D Government Furnished Information can be found in Attachment 4C. Unclassified questions and comments should be electronically submitted using the format provide at Attachment 5 to John N. Butto ( john.butto@navy.mil ) and Sheila Utz ( sheila.utz1@navy.mil ). Questions may be answered and incorporated into the final Request for Proposal at the discretion of the Navy. Further, any question or comment that is submitted may be publically released. There is one classified attachment at the SECRET level to the draft solicitation. Questions concerning the classified attachment shall be submitted in accordance with the DD 254 and the DoD 5220.22M NISPOM. All potential Offerors seeking access to the classified attachments to the Draft RFP must completely fill out Attachment 6 "Draft RFP Classified Material Request Form" as soon as possible as well as furnish the following signed certification: I, [insert signatory's name, title, company], hereby certify that [company] will destroy any and all copies, notes, or other materials produced using the classified or other restricted information provided in connection with draft solicitation N00024-15-R-5370 within 180 days from receipt of access to the information, unless [company] submits a proposal in response to a final solicitation N00024-15-R-5370 issued by the Naval Sea Systems Command. Please note that Attachment 2 and 3 also apply to the draft solicitation documentation. The Draft RFP Classified Material Request Form and above signed certification should be submitted to dennis.j.cole@navy.mil with a copy to john.butto@navy.mil and sheila.utz1@navy.mil. If approved, the Government will be able to mail a classified CD/DVD to the respondent. This pre-solicitation notice is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. FBO is the single point of entry for posting of synopsis and solicitations to the internet.
